With the development of our country's innovation oriented national strategy and the speed of technological innovation is accelerating,innovation model breaks through the traditional single model,and constantly converge,and gradually evolved into a collaborative innovation model based on the synergy and interaction of multiple subjects.Under such a background,collaborative innovation in universities has increasingly become an important means and strategic choice to enhance the national innovation ability,and it is an important point of improving the quality of higher education in an all-round way.In order to carrying out collaborative innovation,cultivating innovative talents,accelerating the transformation of economic development mode,to solving the major problems in economic and social development,in 2012,the state officially launched the "Higher school innovation ability promotion plan(2011 program)",then the provinces(municipalities and autonomous regions)implement the decision to deploy the driving development of national innovation,carrying out collaborative innovation plan.In order to speed up the construction of innovative provinces and higher education provinces,Jiangsu province has selected two batches of provincial collaborative innovation centers in Jiangsu colleges and universities,and has increased the input of financial special funds.While they have achieved certain results,there are some outstanding problems in the implementation of collaborative innovation plan and the construction of cooperative innovation center in various colleges and universities.Therefore,this paper has a certain theoretical and practical significance to evaluate the performance of the cooperative innovation center in university of Jiangsu province.This paper takes collaborative innovation performance evaluation center as the research object,in cultural inheritance of universities of Jiangsu province,and takes a comprehensive analysis of the current situation of domestic and foreign scholars research on the performance evaluation,combining the provincial government on the performance evaluation index system of Jiangsu university cooperative innovation center and the main theory of system management theory,input-output theory,efficiency theory and total quality management theory,through the logical framework and literature research method,building a cultural inheritance of collaborative performance evaluation index system of innovation center in Jiangsu province.The index system according to the logical framework divides collaborative innovation into four assessment target modules,such as collaborative input,collaborative output,collaborative target and its' influence.On the basic principles of evaluation index selection,it forms seven levels in two indexes and fourteen levels in three indexes.Through of expert interviews,hierarchy analysis,correlation analysis and discrimination analysis,we screen and inspect the index system.Based on a cultural inheritance of collaborative performance evaluation index system of innovation center in Jiangsu province,we use principal component analysis(PCA)to process the input and output indicators,and then we build performance evaluation model of Jiangsu university collaborative innovation center in cultural inheritance,according to the basic model of DEA and super-efficiency DEA,making empirical analysis and comprehensive evaluation of cultural heritage collaborative innovation center performance in Jiangsu province.The study found that the cultural inheritance of the collaborative innovation center performance evaluation and absolute evaluation result is not corresponding to the absolute amount of input and output ranking,the performance ranking is not necessarily high,for the comprehensive strength of weak universities,and they appear more obvious output benefit after the special input.In addition,effective using capital resource is possibly the main factor that affects the performance of the collaborative innovation center.Finally,according to the research on the performance evaluation of university of Jiangsu cultural inheritance of collaborative innovation center,we put forward some policy suggestions to provide a reference for the university collaborative innovation center of the constructive development and effective management,including the construction of "four in one" cultural inheritance protection mechanism,the increase of the cultural heritage of collaborative innovation center operation regulation,the exploration of a more effective performance evaluation system with the characteristics of cultural inheritance and innovation,the strengthening of all-round close cooperation mechanism and being charged with the social service responsibility of building a new type think tank with Chinese characteristics.
