The basic education is a big part of the whole national education,the quality of foundation education is directly related to the development of national education.The development of education quality was monitored by scientific education quality evaluation system.Therefore,it has become the focus of all countries in the world today.From the perspective of international experience,the establishment of a perfect basic education quality evaluation system is a government behavior in many developed countries.As far as our country is concerned,the government has fully realized the importance of carrying out the basic education quality monitoring.Outline of National Medium and Long-term Education Reform and Development Program has raised education quality monitoring and evaluation to unprecedented heights.Education quality evaluation system of the building has become a guarantee for countries to improve education quality and realize the development of education.Nowadays,the PISA test is one of the most influential student assessment programs in the world,Finland has consistently topped the test in a row.Its excellent and efficient education system is closely related to the reform of education in Finland.After the 1990 s,Finland has come out of a unique fourth way,based on its tradition of trusting professionalism,that is to emphasize the development path of national,market and professional forces to coordinate and cooperate with each other.The results of this reform deeply affect the basic education quality evaluation field in Finland.In the process of practice,it has created a system of national,market,professional forces coordinating with each other,and the internal evaluation and external evaluation.This evaluation system provides guarantee for the basic education in Finland,and its evaluation result has become an important index to measure the quality development of education in Finland.In view of this,this study will deeply discuss the content of the basic education quality evaluation system under the influence of the fourth way.Based on a rational survey,we hope to provide reference for the construction and improvement of our country's basic education quality evaluation system.This paper uses literature research method,comparative research method and case analysis method,on the basis of full mastery of first-hand information,the author makes a systematic analysis and research on the basic education quality evaluation system in Finland.The article is divided into the following parts: The first part,introduction.It explains the causes of this study,the meaning and the current state of the study,puts forward the research objectives and basic methods,the basic concept of the article is defined.The second part,the theoretical interpretation of the fourth way in Finland.The basic meaning of the fourth way in Finland,the differences between the other ways,the social background,the generation and development process are systematically discussed.The third part,analysis of the content and characteristics of education quality evaluation system in Finland.This article analyzes the national evaluation,market evaluation and professional forces evaluation from several dimensions,such as evaluation goal,implementation subject,evaluation standard and evaluation procedure,and the method of case analysis is used to analyze the evaluation procedure and method of national evaluation,market evaluation and professional evaluation.on the basis of fully mastering the quality evaluation system of education in Finland,the characteristics of the education quality evaluation system under the influence of the fourth way are summarized.The fourth part,the enlightenment of the basic education quality evaluation system in Finland.Based on the actual situation of education quality evaluation system in China,suggestions and inspirations are put forward for the construction of education quality evaluation system in China.
