The balanced policy of compulsory education teachers is an important measure to promote the balanced development of compulsory education.This policy has become the focus topic of the government and academia.In order to promote the flow of principals and teachers in the county(District)area,the Ministry of Education enacted the policy rules on promoting the exchange of Principals and teachers in the county(District)compulsory education schools in 2014.The policy rules issued the opinions,"Principal teacher exchange rotation is an important measure to strengthen the supplement of principals and teachers in rural schools and weak schools,to solve the problems of school choice,to promote educational equity and to promote the balanced development of compulsory education." Compulsory demand for teachers to move in the region,between urban and rural areas and between schools is the most feasible policy tool to solve the problem of teacher imbalance in the short term.However,due to the multiple interest subjects in the formulation and implementation of compulsory education teachers' exchange rotation policy,the interest orientation of different teachers has two elements.This will lead to conflicts between different subjects in the process of teacher mobility due to the differences in interests,the gains and losses of interests,and the different choices of behavior under the balance of the value of two-sidedness,thus affecting the degree of realization of the expected objectives of the policy.Therefore,the author takes the policy subject as the premise of rational economic man,and acknowledges the conflict of interests among the subjects in the process of policy implementation.This paper investigates and analysis the conflict of interest among the compulsory education teachers in Chongqing E distract,and aims to answer the following questions:(1)what conflicts of interests exist among teachers in the implementation of the policy of teacher rotation?(2)what are the negative consequences of conflict of interests among these policy subjects?(3)how to prevent and alleviate conflicts of interests between subjects?From the perspective of research methods and tools,this research mainly involves literature,questionnaire and interview survey methods.The research tools are SPSS andNvivo11 software.The literature method is mainly used for(1)the research status of teachers' exchange rotation policy at home and abroad,and to determine the significance and value of research on conflict of interest among policy subjects.(2)to find out the relevant theoretical basis,define the key words and the collection and use of research strategies.The questionnaire method is to collect some specific needs of teachers in primary and secondary schools in the E District,the input of teachers' exchange work and the strategies to alleviate conflicts.The interview rule is to investigate the implementation and coordination of the exchange rotation policy by three schools,namely,the high quality schools,the weak schools and the exchange teachers.The degree of consistency of information is examined through feedback from different subjects.Because of not involving the influence factors of this study,SPSS software is only used for descriptive statistical analysis.Nvivo11 software mainly transfers qualitative interview content into quantitative data,that is,the corresponding nodes are extracted from the interview content of managers and exchange teachers from high quality and weak schools,and the data coding table is established.According to the degree of consistency between the three party feedback information under each node,we can judge whether there is conflict of interest.At the same time,we analyze word frequency based on the number of words that reflect the interests of different types of subjects in the information text,which provides guidance for coordinating the interests needs of various policy entities,and preventing and alleviating conflicts of interest.From the conclusion of the study,there are two main types of conflict of interest among the compulsory education teachers' exchange rotation policy in E District of Chongqing,one is the conflict of interests between individuals and organizations;and the other is the conflict of interests between groups.The study found,the conflict of interests between schools is mainly shown as follows: support schools and recipient schools produce "contention" for limited quality teachers.The conflict of interests between individuals and organizations is shown as follows: 1)the behavior of supporting compulsory school dispatching and tendency screening is contrary to the willingness to communicate with the coping teachers;2)the motivation and intensity of supporting schools are inconsistent with the interests of teachers.3)there is a "dislocation" between the benefits provided by the recipient schools and the interests pursued by teachers.These conflicts lead to the complete realization of the series of opportunistic behaviors of all the main bodies in order to safeguard their own interests,thereby hindering the public interest.The approaches to prevent and mitigate conflicts ofinterest between policy subjects are mainly divided into subjective and objective aspects.First,the subjective aspect arouses the value identification of multiple interest subjects.Schools should train teachers' moral quality and professional spirit,strengthen ideological mobilization;Teachers should improve their own ideological consciousness,consciously change the willingness to exchange.Second,adjust the behavior choice of multiple interest subjects objectively,including the government should strengthen the top-level design,establish and improve the reward and punishment system,improve the supervision system;Supporting schools should strictly implement the assessment and evaluation work and follow the principle of "on demand" incentive;The aided schools should actively create a harmonious organizational atmosphere and strengthen the "humanistic care";Exchange teachers should take the initiative to participate in the exchange,correct work attitude,play the role of demonstration driving.In a word,this article firstly assumes that each policy subject is the "economic man" with limited rationality,and analyzes the possible behavior choices of each policy subject according to the two elements of human interests orientation.Secondly,through the investigation and research,it compares and analyzes the differences of interest demands among different subjects,gains and losses,and the real interests orientation,so as to draw out the concrete conflicts of interest and the negative consequences.Finally,try to propose ways and measures to prevent and ease conflicts of interest.
