Employment is the foundation of people's livelihood,source of income and stability.However,with the improvement of the old industrial base,it is an urgent problem to ensure the stable and harmonious development of the economy.This paper tries to use the public management,principles of economics from the functions of the government,public organization,market regulation,public policy,such as Angle analysis,then certainly the public employment service system supporting theoretically the necessity in the process of follow up of reform in the old industrial area.The public employment service system is the carrier of the government's public employment policy.Its constituent elements,structure setting and function division directly affect the accuracy and effectiveness of the public employment policy formulation.In combination with the current economic environment and labor relations,the necessity of supporting the public employment service system in the reconstruction process of the old industrial base is affirmed from the perspective of reality.Therefore,based on the example of the public employment service organization of the big factory district of nanjing,this paper analyzes its system framework and function setting,and analyzes its operation results dynamically.According to the old industrial area of boss plant relocation of industrial structure adjustment of the current and reference at home and abroad since the past the old industrial area in the process of the transformation and upgrading security employment better exploration,emphatically analyzed the key difficulties existing in the current industry area employment promotion work,adjust measures to local conditions,since they intend.On the one hand,it adjusts its functional structure to meet the requirements of the employment situation during the current transformation and upgrading.On the other hand,it puts forward feasible policies according to the prominent points in the employment promotion work.At the same time,we will actively promote the development of private employment service carriers and realize multiple linkage.We will work hard to solve the employment dilemma in the upgrading and upgrading of industry institutions in the old factory.
