Research On The Implementation Of Public Employment Service Policy In Yanshan Industrial Park

The industrial park is an important carrier for the government to push forward industrialization,solve the transfer of surplus rural labor force employment an promote economic development in the new era.Since the industrial park was put into use in2012,Yanshan county has formulated a series of public employment service policies for the industrial park to ensure that the industrial park can play its normal function of promoting employment and promoting economic development.The policy of public employment service in the industrial park solved the problem of local labor force transferring to employment to some extent,and promoted the increase of farmers' income,but there were still some problems such as serious labor shortage of enterprises and poor employment stability of employees in the park.This paper,combined with the working practice,focuses on the implementation of public employment service policies in industrial park,to exploring the means to improve the implementation effect of public employment service policy in the industrial park.This paper adopts literature research,model analysis,case analysis and interview as research metholds.Based on the above analysis and research methods,this study firstly clarifies the basic concepts involved.Secondly,the public employment service policy of Yanshan industrial park is summarized;Finally,combined with the actual work,through the Smith policy implementation model,this paper analyzes the current situation,achievements and existing problems of the implementation of the public employment service policy in Yanshan industrial park,deeply analyzes the factors influencing the inplementation of the policy,and finally puts forward the countermeasures to solve the problems.This study found that the implementation of the public employment service policy in Yanshan industrial park has achieved great results in stabilizing the employment in the industrial park,promoting the nearby and local transfer of local rural labor force and inproving labor skills.However,there are still problems such as low efficiency of policy implementation,insufficient supporting resources for policy implementation,and gap between policy implementation and expected goals,which can be summarized into four aspects:policy itself,actuator,target groups,and environment for policy implementation.Based on the above,this study proposes four countermeasrues:formulating scientific and effictive policies,improving the executive ability of policy executors,changing the target group's congnition of policies,and improving the environment for policy implementation.
