Hundred years' policy based on education;while the education policy based on teachers.Teachers are the key factor in improving the quality of teaching,and the basic factor of the educational balanced development.Without good teachers,there is no good education.China is now moving toward integration of urban and rural education.In order to achieve integration of urban and rural education,it's necessary to speed up rural education reform and development.Rural teachers are the decisive factor in the reform and development of rural basic education.Therefore,the construction of a high-quality teacher team is the foundation for achieving educational balanced development,and it is also a key measure for achieving integration of urban and rural education.However,the teachers in urban and rural areas are very unbalanced,and there is a certain gap between quantity and quality in current China.In particular,rural teachers have many questions,for example structural conflicts,weak occupational attraction,imperfect supplementary channels,lack of high quality teachers,low overall quality etc,all of these are severely restricting the balanced development of education.Therefore,it has important theoretical and practical significance for promoting educational balanced development to study the construction of rural teachers.In this study,literature review,interviews,questionnaires survey are uesed,qualitative research and quantitative research will be combined.By taking the rural suburbs of W city as an example,the existing problems in the construction of rural teachers are analyzed,then the causes are analyzed,countermeasures and suggestions of improving rural teachers are offered in this paper.First of all,introduce the basic situation of compulsory education in W city and the measures taken to promote the integration of urban and rural education teachers,and then through questionnaires survey analyz faculty structure,training situation,welfare treatment,and exchanges situation,to summarize the existing problems,mainly including serious aging,unbalanced male/female ratio,low overall academic qualifications,unreasonable title structure,and serious substitution teachers;lack of training times,simple training methods,and poor training results;lack of welfare benefits and other supporting facilities;less exchanging times,the loss of teachers and so on.Secondly,combining with interview data and consulting related documents,the reasons for the current constraints on the construction of rural teachers are analyzed.The imbalance between urban and rural economic development is the root cause.The lack of government funding and the lack of safeguard measures are the main reasons.The inadequacy of the employing system and training systems in school are also an important cause of problems in rural teachers.In addition,there are constraints on the factors of teachers themselves.Finally,put forward countermeasures to improve rural teachers,respectively from rational allocation of teacher resources,optimization of the structure of the faculty,enhancement of teacher training,improvement of the overall quality of teachers,and improvement of welfare benefits for teachers.
