| Performance management has achieved great success in the management of enterprises and governments in western countries.The research of performance management in our country started relatively late compared to the western country,and the performance management of colleges and universities is still in the exploratory stage.Establishing an efficient administrative management system not only affects the competitiveness of the school itself,but also affects the competitiveness of the country’s science and technology and even the overall competitiveness of the country.As an advanced management concept and management method,performance management inevitably promotes the overall management of colleges and universities and the improvement of running a school.In fact,college administration is the foundation and guarantee for colleges and universities to achieve the goal of running a school.Improving the quality and efficiency of college administration helps to realize the goal of running a university.At present,the administrative system of colleges and universities in our country is not yet perfect,the quality of administrative staff needs to be further improved,and the efficiency and quality of administrative management are very low,which hinders the realization of the basic functions of colleges and universities.After many years of operation,the administrative target management system explored and set up by the Xinjiang Normal University has achieved remarkable results.However,compared with the well-known and highly efficient domestic and foreign enterprises,there still exists a certain gap.In this paper,performance management theory,analysis of Xinjiang Normal University,the performance management of the status quo.It is considered that the performance management of administrative staff implemented by Xinjiang Normal University is fruitful and has promoted the development of all kinds of work in schools.However,there are also some problems at the same time.Administrative objectives management system,tend to focus on short-term goals,highlighting the department’s key work objectives,and general,recurrent business work did not reflect,and the limited role of grassroots faculty.In job setting management,the administrative staffs enter the corresponding management positions according to the corresponding positions,and the same positions are not classified and the performance conditions are relatively loose.This makes the administrative staff lack the sense of competition and lack of motivation to work and fail to achieve the purpose of supervising the management staff.Management positions and professional and technical positions of personnel development space imbalance;job settings did not reflect the work of differences,with the same level of personnel,regardless of job difficulty,strength,job performance,treatment exactly the same.In this paper,the target management law and motivation theory are used to study the main problems existing in the performance management of Xinjiang Normal University.There are some problems in performance management,such as weak performance management,lack of personal plan in the performance plan,lack of effective performance communication,backward performance appraisal method,Lack of effect,administrative objectives management system problems,job setting management problems.The author thinks that the reason of the problems existing in the performance management of Xinjiang Normal University is the influence of the traditional management thought.The management of the light performance is the result of the performance appraisal.The management of the target itself is flawed and the system of job setting management is imperfect.The conclusion of the study is to promote the path of administrative staff performance management in Xinjiang Normal University to carry out performance training to enhance the administrative staffs awareness of performance management;to build a complete performance management model;to use balanced scorecard to improve the performance appraisal method;to pay attention to communication and timely feedback;to reform And improve the incentive mechanism of administrative staff;improve the administrative objectives of the management system;improve the job setting management system;improve the security system.This article hopes to carry on the corresponding research to the performance management system of Xinjiang Normal University,and does not help itself to set up the overall goal of domestic first-class universities and to establish a perfect performance management system for our country’s colleges and universities. |
