Primary education plays a fundamental role in our national education,and it is particularly important in the strategy of rejuvenating our country through science and education.With the development of economy and the progress of society,on the one hand,people's demand for educational resources is increasing;on the other hand,due to the acceleration of urbanization process,the increasing number of urban migrants leads to the expansion of students,thus forming a contradiction between the high subjective demand for resources and the low supply of objective resources.The number of local teachers is determined by the education department according to the number of registered students in the region,while the children of migrant workers are not included in the number of registered students,which makes the number of teachers in the primary education in cities extremely short.So far,teachers with special status have emerged out of the policy of "substitute teachers".At present,the number of substitute teachers in primary schools in Henan Province is increasing;at the same time,the construction of management system of substitute teachers has not kept pace,so that various problems and contradictions are highlighted,such as the absence of social security system and power of substitute teachers,the imbalance between payment and return of substitute teachers,and the non-distribution of educational resources.Fairness,imperfect incentive mechanism,lack of unified management of substitute teachers,etc.These problems can easily lead to job burnout behaviors of substitute teachers,such as high dismission rate and low job investment,due to low sense of belonging and imbalance in mind,and thus affect the quality of enlightenment education for children.Therefore,in order to avoid the negative impact of the absence of substitute teacher management on the development of basic education in China,it is urgent for education departments and all sectors of society to attach great importance to it.
