Substitute teachers are informal teachers who fill the need in public schools, especially compulsory education stage. Around the 1980s, substitute teachers started popping up in rural areas, when the entrance of hiring the community sponsored teachers was closed but public teachers were inadequate. They have played an important role for the popularization and development of rural compulsory education in our country. Since the 21st century, the number of substitute teachers in China reduced gradually. However, we find that substitute teachers are still common in rural primary schools when there are also some substitute teachers in urban areas through the survey. So, what's their present situation? What problems they have? Why they still exist after "dismissal policy" of government? What are the institutional reasons of substitute teachers'origin? How to solve the current problems that substitute teachers are faced with? How to prohibit the use of substitute teacher essentially? All these problems need to be answered urgently.In reference on the basis of previous studies, I have made a comprehensive analysis of the above problems, and put forward the countermeasures and suggestions to solve the problems of substitute teachers in our country with the methodology of positivism and humanism as a guide, through data collection methods of that the questionnaire survey, semi-structured interview and case analysis methods, through data analysis of qualitative and quantitative, and from the angle of combining theory and practice.Substitute teachers were appeared with public teachers and community sponsored teachers at the same time. They had three kinds of original form:temporary substitute teachers, long-term substitute teachers and GengDu teachers. At the beginning, a small number of substitute teachers were in order to meet the needs of teaching, which had certain rationality. In "10 years of turmoil" period, development of education is very chaotic, substitute teachers has been formed. After that, the state started to solve the problem of community sponsored teachers which has a very large scale. The entrance of hiring the community sponsored teachers was closed. But in some districts, especially economically backward districts in the Midwest, in order to save money, low cost substitute teachers were hired on their own in the case of restricting the increase of community sponsored teachers, which lead to the number of substitute teachers continue to increase. Since the 21st century, the number of substitute teachers was gradually reduced, because the state began to restrict the use of substitute teachers, and began the "substitute teacher dismissal policy". But they are still an important component part of the primary and secondary school teachers in our country.Substitute teachers are a special group of teachers in our country. They work hard and conscientiously in urban and rural education area under a very hard condition. They fill the need of teachers of urban and rural schools and alleviate the contradiction of teacher's supply and demand in urban and rural areas, especially in remote and poor areas. They have made outstanding contributions to the education development of our country, which in fact has become an important force to support the urban and rural education in our country. However, substitute teachers still face quite a few problems, such as the generally poor treatment, heavy work, power loss, poor psychological condition, etc. If these problems would not be solved effectively, it will not only affect the entire primary and secondary school teachers'team construction, but also affect the improvement of education quality, the balanced development of compulsory education, and even affect social harmony and stability.Reasons of the problems that substitute teachers are faced with is quite complex. But the root causes need to be explored from institutional level. System is an important factor that causes substitute teachers are long-standing in China. Therefore, To solve the problem of the substitute teachers in China, it must be start from the perspective of the reform of the system, including perfecting compulsory education financial system, gradually establish a provincial compulsory education teachers' wage protection mechanism; More efforts to do on the teachers' personnel management system reform, establishing flexible dynamic and transparent teachers' personnel management system; Reconstruction of the rural teacher training system, orientation training rural local general elementary school teacher; Improve the treatment of rural teachers, improve their conditions of material life.
