Ideological and Political Curriculum Standards for Ordinary Senior High School(2017 Edition)? is clearly pointed out that the active subject curriculum should be constructed to cultivate the core accomplishment of ideological and political subject.The new curriculum reform focuses on the long-term development needs of pupils,so that they can think independently in activities and internalize their values in thinking.As a teaching strategy corresponding to activity curriculum proposed by the new curriculum standard,the issue teaching conforms to the new requirements proposed by the ideological and political curriculum standard to make the knowledge content rely on activities and improve the quality of the activity process.On this very note,the issue teaching has become a vital strategy to construct activity curriculum and cultivate students' core quality of subject.Therefore,how to apply issue teaching in ideological and political course is a question that every ideological and political course teacher need to think about.This paper consists of four parts.The first part introduces the issue teaching and the difference between its and related concepts.Firstly,the meaning of the issue is explained,and then the issue teaching is formed after the activity design of the course content.Through analyzing the issue,the teaching strategy of internalizing students' knowledge and cultivating their values can be realized.This part also analyzes the differences between the issue teaching and related concepts and the characteristics of the issue to clarify the differences between issue teaching and other teaching strategies.The second part analyzes the necessity of the application of issue teaching in ideological and political course teaching,which is mainly manifested in three aspects:it is conducive to the transformation for teaching,the professional development for teachers,and the overall development for students.By analyzing the interview and investigation,the third part discusses the problems existing in the application of issue teaching in the ideological and politicalcourses from the cognition and attitude of the teaching subject,the issue itself and the teaching evaluation.Combining the problems existing in the application of the issue teaching in the third part of ideological and political course teaching,the fifth part,combining theory with practice,analyzes the strategy of applying the issue teaching in the ideological and political course teaching from the four aspects include teaching subject,issue determination,situation creation and teaching evaluation.
