The "Ordinary High School Ideological and Political Curriculum Standards(2017 Edition2020 Revision)" points out the construction of an activity-based curriculum that focuses on cultivating the core literacy of high school ideological and political disciplines.Issue-based teaching plays a vital role in cultivating the core literacy of students.Issue-based teaching aims to change the traditional teaching mode and passive learning habits of students,and guide students to engage in active learning and inquiry learning teaching methods.In order to understand the current status of topic-based teaching,the author designed teacher and student questionnaires and teacher interview forms.And through the survey results,it is analyzed that there are many difficulties in the current use of issue-based teaching,which are mainly manifested as: Issue-based teaching is in the dilemma of “applauding but not popular”,the boundary between topics and problems is blurred,students' sense of participation is indifferent,and issue-based teaching classroom control Unfamiliar and issue-based teaching has average effectiveness.On the basis of in-depth analysis of the causes of the problems,the effectiveness of issue-based teaching is improved,and the core literacy of students is cultivated.Combining relevant research results at home and abroad,from the aspects of schools,teaching and research departments,teachers,students,etc.,put forward the basic path to improve the quality and efficiency of high school ideological and political courses.As far as schools are concerned,they need to take active actions to provide guarantee for issue-based teaching and provide conditions for the development of issue-based activities;schools need to cooperate with teaching and research departments to strengthen the promotion of topic-based teaching and urge teachers to use issuebased teaching in a reasonable and effective manner.The important task of improving the effectiveness of issue-based teaching is on teachers.Teachers must change traditional teaching concepts and teaching inertia,and improve their professional qualities and abilities.In terms of issue-based teaching design,teachers must brainstorm,repeatedly polish,and advance step by step.The development of issue-based teaching.In the teaching process,students are the main participants.Therefore,it is necessary to enhance students' ability to participate in issue teaching,expand students' knowledge reserves,strengthen guidance for students to participate in issue-based teaching,and respect students' dominant status.In this way,the effectiveness of issue-based teaching can be improved from all aspects.Finally,on the basis of the analysis of measures to improve the quality and efficiency of the issue-based teaching,the content of the new high school politics textbook module 2 "make the market play a decisive role in the allocation of resources" is the knowledge blueprint,and the topics are designed based on the requirements of the new curriculum standards.Style teaching examples.Based on this,the research on the issue-based teaching of high school ideological and political courses based on core literacy can enrich the related theories of issue-based teaching,help frontline teachers understand the current status of issue-based teaching,and change teaching methods.It is expected to provide some references for the issue-based teaching design and promote the application of issue-based teaching.
