As an important tool for enhancing teaching effectiveness and furtherly improving teaching quality,the value of teacher evaluation has been proved for numerous times by many studies.The policy of teacher evaluation was always the main item including its establishment and improvement in each educational reforms ever occurred in America.In the United States,the overall evaluation of teachers in Texas has been significantly improved,the important reason for which is the improvement of teacher evaluation policy.On the basis of sorting the relevant literature of teacher evaluation in the United States and Texas,describing the development of teacher evaluation and teachers' profession in the United States and Texas,this paper focuses on the new and old teacher evaluation systems of Texas Professional Development and Appraisal System(T-PDAS)in 1995 and Texas Teacher Evaluation and Support System(T-TESS)in2016.By means of literature study,case study and comparative study,this paper makes a comparative analysis of their evaluation objectives,evaluation indicators,evaluation process and evaluation level.The study found that T-PDAS pays more attention to social and school needs,teacher performance management,complex indicators,results,rewards and punishments,while ignoring teachers' needs and professional development;T-PDAS turns to focus on teaching quality,development evaluation,teacher needs and professional development,simple indicators,process,more operational,and the students' academic achievements are considered as an important factor of teacher evaluation.Either reward and punishment evaluation or developmental evaluation is aimed at improving teachers' teaching quality.However,due to the different evaluate starting points,teachers' different feelings of evaluation will produce different effects.Teachers' needs and professional development should not be opposed to social needs and school needs.T-TESS regards teachers' professional development needs as the core element of realizing social needs and school needs.Teachers' evaluation around promoting teachers' professional development has achieved good results.Texas teacher evaluation system reform shows that any educational reform must be recognized by teachers,otherwise it will be difficult to achieve the desired results.This has important reference significance for the development of teacher evaluationin China.
