Research On The Organization And Management Of Marathon Events In County-level Cities In Shandong Province

On October 20,2014,the [2014] No.46 Document Several Opinions of the State Council on Accelerating the Development of Sports Industry to Promote Sports Consumption issued by the Sate Council proclaimed that the country would abolish the power of approval of commercial and mass events and it also raised the national fitness to a national strategy,and since then the County City Marathon has become an important part of the City Marathon.The government of Shandong has already organized city marathons for 10 years and had much management experience,and there are also some gold medal events representing the highest level of event management in our province and even in China.But With the uneven County City Marathons held in various cities of our province,a large number of event issues have sprung up.In particular,there are still many shortcomings in the organization and the management of events.This paper takes the organization and management of County City Marathons in Shandong Province as the research object and Qufu city marathon event organization and management as the investigation object.Based on the theory of sports competition,the Administrative Measures on Chinese Marathon and Related Sports Events,and the Standards for Organizing Chinese Marathon and Related Sports Events,it adopts the documentary analysis method,mathematical statistic method,comparative analysis method,expert interview method,and SWTO analysis method to systematicly analyse and research the organizational model,management system,comprehensive guarantee,exogenous opportunities and threats,endogenous advantages and disadvantages of county city marathon events in Shandong Province.The main conclusions are as following:1.The analysis of the current situation of county marathon in Shandong Province shows that the number of county city marathon events and contestants in Shandong Province still grows.In the five years from 2014 to 2018,there were 130 county city marathon events in shandong province,and 93.9% of the competitions are organized in the form of government-led.Besides,the number of events in coastal cities is large,because there are certain requirements for temperature and humidity.2.Through the secondary screening of indicators,the organization and management of Qufu City Marathon eventsAdvantages:(1)The design of the road line is scientific and reasonable,combining Qufu's scenic spots with urban events,and has certain ornamental features(2)Qufu held 7 city marathon events and accumulated a certain experience in organizing events for four years.(3)There are three colleges and universities in Qufu to provide high-quality outstanding volunteers for the events,and the volunteer service is relatively excellent.Weaknesses:(1)Qufu City Marathon has a single category with only Half Marathon and Mini Marathon.(2)The service level of the events is low due to the low level of the events and the small number of sponsors.(3)The organizing committee lacks professional organization and management personnel.Opportunities:(1)The state strongly supports the development of mass sports.(2)Qufu City,as the birthplace of Confucian culture,has a unique urban culture.(3)The mass base of the gradually expanding marathon.Threats:(1)Because the level of the events is low,the prize money is small,so the level of the athlete is relatively low,and it is impossible to attract more professional athletes.(2)Although it has certain organizational management experience,compared with large-scale international competitions,the risk prevention and control of Qufu City Marathon needs to be improved.(3)Due to the fact that they are in county-level cities,the level of economic development is low,and the limits of the competition platform lead to a low degree of integration between the competition and related industries.3.Through the SWOT analysis method,the SWOT matrix analysis of the dominant factors,inferior factors,opportunity factors and threat factors of the Qufu City Marathon,and the evaluation of the strength of the experts to draw the strategic quadrilateral(coordinate system),Qufu City Marathon Organizational management is suitable for WO-type steering and multi-strategy development activities.The strategic positioning is to make up for the defects and shortcomings of the competition through the opportunities brought by the outside of the competition,and gradually transform into a social enterprise based on the government-led strategy.4.The future development of marathon events in county cities in Shandong Province should improve the organization and management mechanism,highlight the urban culture to hold boutique marathon events,broaden the channels for promotion of competitions,and integrate the diversified industries with the society.It is also necessary to improve the service and safety of the event,avoid the risk of the events,and promote the rational,scientific and sustainable development of the events.Suggestion:1.Under the “hot” phenomenon of the county city marathon in Shandong Province,the competition should be carried out rationally.And strengthen the organization and management of the marathon events in the county cities of Shandong Province,refine the organization and management work and division of labor of the organizing committee,improve the management mechanism and events guarantee measures of the marathon in the county city,and learn from the “Regional Management Regulations of Marathon” formulated by Gansu Province.2.Through SWOT analysis results,pay attention to the endogenous environment and exogenous environment for the development of marathon events in county cities in Shandong Province,adhere to the government-led and integrated social enterprise,and take the enthusiasm of the urban masses for active participation as the basis of the events.In order to maximize the benefits of sponsorship,the marathon events in the county cities of Shandong Province will be truly integrated with the diversified market industrial economy.3.Pay attention to the promotion and competition of events,overcome their own shortcomings,keep up with the background of the times,seize the opportunity of reform,and continue to promote the development of marathon in county cities through policy support,and carry out diversified events to increase the scale of the events and the popularity of the events.Make the best use of the unique humanities and landscapes of county-level cities,establish the marathon brand of county-level cities in Shandong Province,strengthen regional characteristics,carry forward regional advantages,and hold boutique marathons.4.Accelerate the improvement of the management mechanism for the management of talent management teams in the county city marathon,and increase the investment in the organization of managers and referees and the investment of athletes.And establish the post-game feedback system of the event,through the feedback of the participants,establish the corresponding information management files and conduct big data analysis to get the common problems of the events,lay the foundation for the organization and management of the marathon events in the county city,effectively evade the events' risk.
