Futsal has been making contributions to the worldwide further development of football because of its charming. Brazil has many football players and can cultivate world-known football stars as Belly, Ronaldo, etc., which is related to Futsal. Futsal appeared relatively late in China. In 2003, Dalian, Beijing, Shanghai, Wuhan,Chengdu, Guangzhou were listed as early-period experimental cities by CFA. However there is no one in Shandong, even a professional football team, though Shandong is a powerful province on football in China. Futsal exists in folk in Shandong and has its own characteristics: it is more popular in folk than in official; it developes better outdoors than indoors. But the role of popularizing football games has not been fully played, because there are many restricted factors such as imperfect system on the development of games, and imperfect regulations on management.As one of the well-developed provinces on football, Shandong makes great contributions to the development of football in China. During the reform of football system, that it does not find a way to adapt to socialist market economy as complement attributes to the decline of football popularization. In addition, the depression of the whole football circle makes popular football lose its former prosperity, and the serious shrink of football resources in primary and middle schools. Through the investigation and analysis of development of five-people football, and the exploration of strategies on football development, this paper tries to offer references to the development of football games, and sustainable development of football popularization in Shandong.Factors that affect its dev The survey is mainly about the status quo of five-a-side soccer in Shandong Province and the contributing elopment. The objects cover the players of various five-a-side soccer matches in Qingdao, Jinan, Weifang, and Zibo, the relevant managing staff, as well as the coaches, managers, players, and experts form Shandong University, Shandong Normal University, Qingdao Science and Technology University, Jinan University, Shandong Light Industry University, and Shandong Financial Institute, who took part in the 2006 Five-a-side Soccer Match among colleges and universities in Shandong. The methods employed include referring to literature, interviewing experts, questionnaires and investigation, comparative study, and mathematical statistics. The author comes to the following conclusions:1. Futsal has been progressing greatly in times, forms and scale in each city. Now they have fixed annual events and more people take part in it. The room for improvement is large.2. The Soccer Associations or Soccer Management Centers in these cities have no clear ideas about their function. While organizing, managing and popularizing the Futsal games, they act sometimes as the government, and sometimes as common people. This severely blocks the development of soccer matches towards a socialized, standardized and market game.3. There is no professional Futsal team in Shandong Province, so we are backward in athletic skills compared to those provinces where the sports is developed earlier.4. Law and regulations concerning sponsoring should be established and strengthened so as to guarantee the profits of relevant sides, build a rational and standard social sponsoring system and cultivate a long-term and steadily cooperative relationship with the sponsors, thus ensuring the finance of holding matches.5. An intervening mechanism is absent in opening up sports markets. Owing to the limitation of professional sports agencies and the monopolization of the Soccer Association in sports resources, the sports intermediaries in Shandong Province is far from a bond between markets and sports itself.6. Coaches should improve their knowledge about Futsal since the lack of good Futsal coaches has restricted the development of the game.7. The Soccer Association should strengthen their supervision of referees in order to guarantee the fairness and justice of the matches and arouse players'enthusiasm.8. The players are financially potential and have abundant leisure time. They take part in the sports with a definite goal: to keep fit. However, the Soccer Association has been doing far from enough in market development and has neither held good events for players nor provided them with richer forms of sports consumption.
