The State Council announced the "Opinions on Deepening the Reform and Implementation of the Examination Enrollment System" in September 2014 and a programmatic plan has been made for the upcoming educational reform.Then Shanghai and Zhejiang first implemented the new comprehensive reform plan of college entrance examination,and Shandong Province began this program in 2017.The focus of this reform is to explore multiple admission mechanisms based on unified college entrance examination results,academic level examination results and evaluation on comprehensive quality of students.New college entrance examination has entrusted a new mission to the implementation of comprehensive quality evaluation.It not only observes,records and analyses the overall development of students,but also is an important system to promote quality education.The implementation of comprehensive quality evaluation is conducive to promoting students' self-knowledge,life planning and active development.It is helpful to change the pattern of talent training in schools.And it does good to promote the reform of evaluation methods,change the method of evaluating students only by examination scores,and provide important reference for college enrollment.Taking Weifang City in Shandong Province as the research object,this paper investigates the implementation of comprehensive quality evaluation in senior high schools.The main research methods adopted are questionnaire and interview.This paper is mainly carried out from three aspects: policy interpretation,practice investigation and influencing factors of comprehensive quality evaluation under the background of the new college entrance examination.The practice survey mainly includes five aspects: cognition orientation,evaluation content,evaluation subject,result application and guarantee mechanism.The influencing factors mainly include three aspects: region factor,student factor and teacher factor.It is found that there are many problems in the evaluation of comprehensive quality.On the one hand,in setting up the comprehensive quality evaluation system,the comprehensive quality evaluation is in an awkward position.The evaluation content lacks the evaluation of students' innovative consciousness and ability;the subject of comprehensive quality evaluation is limited;and the discrimination degree of comprehensive quality evaluation results is relatively low.On the other hand,as for ordinary high school,resources allocation is uneven,regional differences are significant;the degree of informatization is low,supporting equipment is not perfect;school autonomy is limited,lack of school-based characteristics;lack of specialized teachers to implement comprehensive quality evaluation.In view of these problems,this study puts forward suggestions from the government,ordinary high schools and universities.Firstly,the governmentshould improve the comprehensive quality evaluation system,providing policy guarantees,rationally allocate resources and narrow regional disparities.Secondly,the high school should strengthen the overall information construction of the school and create a smart campus environment;improve the comprehensive quality of teachers and establish a special evaluation team;develop school-based evaluation programs and break through provincial platform constraints;establish inter-school learning cooperation community and achieve high-quality resource sharing;guide daily teaching by comprehensive evaluation to play a guiding role.Finally,colleges and universities should link up with the comprehensive quality of senior high schools to ensure the consistency of personnel training;colleges and universities need to issue rules in advance to guide the implementation of comprehensive quality evaluation.
