Under the background of urbanization,the rural population flows into the city and teachers participate in it as a social person in the process of urbanization.The existence of the phenomenon of "flowing to the city" of the rural teachers has its rationality.There are not only the factors of uneven distribution of social resources under the long-term urban-rural dual structure,but also the human factors,such as the backward management of rural schools,the evaluation of awards and the lack of opportunities for training,as the reasons for the "migration to the city" of rural teachers.The long-term migration of rural teachers to the city will reduce the resources of rural teachers and lead to the phenomenon of teachers hanging upside-down.In order to prevent the excessive shortage of rural teachers,the migration of rural teachers to the city has often become a restricted area of local policies.But "to the city."this is the result of the teacher's pursuit of superior resources,and completely banning the flow of teachers is not in line with the reality.In order to maintain the good order of rural education management,the relevant policies should be formulated and the rural teachers' flow to the city should be reasonably channelled to maintain the good order of the rural education management.This research first combs the relevant literature policies of teacher mobility,and finds that most of the literature policies have made a detailed discussion on the supplementary mechanism of urban teachers" "going to the countryside",but there are few documents and policy provisions on the aspect of "moving to the city" of the rural teachers.On this background,the author chooses A County,which is listed as the pilot of national urbanization,as the scope of policy research,and chooses D township as the research object,and probes into the phenomenon of "flowing to the city" of rural teachers in depth.The results of data analysis show that the "migration to the city"has a fixed group characteristics,and the reasons for their mobility include economic,interpersonal,school,environmental and professional development factors.In addition,in recent years,in order to prevent the loss of rural teachers' resources,teachers are not allowed to flow to the city in the Country A.However,despite the prohibition,the flow of teachers is still taking place,and the phenomenon of "Take up the establishment but not the post" of rural teachers is serious,which not only leads to the low utilization rate of the establishment,the shortage of rural teachers,and the serious aging of the rural teachers group.It also increases the workload of the on-the-job teachers,and makes the rural teachers' flow to the city start a vicious circle.To solve the problem of unreasonable flow of rural teachers,we should put an end to one-size-fits-all policies.To solve the problem of unreasonable flow of rural teachers,we should put an end to one-size-fits-all policies.In-depth flow behind the reasons,timely adjustment of the current policy according to the actual situation.The study of the phenomenon of rural teachers' migration to the city and the relevance of policies can provide us with some reflections and enlightenment.First of all,we should not only pay attention to the survival of rural teachers,but also pay attention to their psychological changes.Listen to them when making policies.Secondly,more flexible and reasonable urban and rural teacher management policies should be formulated to avoid the inconsistency between rigid educational policies and actual educational conditions.
