In the wave of social work development in the past decade,Guangdong Province has been at the forefront of development with its strong economic strength. The number and scale of social work organizations and their investment in social work services rank first in the country, and have created the development model of social work organizations represented by Guangzhou and Shenzhen. However, while the social work organizations in the Pearl River Delta region are developing rapidly, the development of social work and social work organizations in the underdeveloped areas of Guangdong province are still in the initial stage of exploration, which is significantly different from the status quo in developed regions. Therefore, how to promote the balanced development of social work in Guangdong Province has increasingly become an important issue. In order to fully understand the development of social work organizations in underdeveloped areas in Guangdong Province, this paper selects the typical underdeveloped areas M city as the research object.Collect empirical data related to the status quo of social work organizations in M City through interview surveys, participatory observations, and questionnaire surveys. This paper focuses on the study current operation and development of social work organizations in M City and the problems they are facing, analyzes the causes of these problems in detail, and proposes corresponding countermeasures on how to help social work organizations solve the problems. This paper studies the social work organizations of M City from four dimensions:organizational scale and construction, personnel training and allocation, capital acquisition and utilization, professional construction and development. After investigation,it was found that in terms of organizational scale and construction, the total number of social work organizations has increased, but they are small in scale and lack of new forces, and the regional distribution is uneven;in terms of personnel training and allocation, the number of licensed social workers increased, but the number of professional social workers was low and turnover was high;in terms of capital acquisition and utilization, organizations rely excessively on government funding, which leads to financial instability and unequal relations between governments and organizations;in terms of professional construction and development, supervision, evaluation and service projects have obvious deficiencies. After understanding and in-depth research,it is found that the reasons for the current problems in the operation and development of social work organizations in M City are mainly due to four factors:insufficient investment by government departments, inadequate power play of industry associations, imperfect operation mechanism of organizations and low level of social cognition. Therefore, this paper proposes to promote the benign development of social work organizations from these four aspects:the government should strengthen support through institutional guarantee, formulate top-level design for the development of social work, and introduce multi-subjects to promote the development of social work through preferential policies;the industry associations should play a good leading role, strengthen the professional training of the industry, and build a platform for inter-organization exchanges and cooperation;the organizations themselves should improve the operating mechanism, make a long-term plan for organizational development, establish the development mode with local characteristics, expand the source of funds, and establish a diversified social network;social propaganda mechanisms also need to be further refined from multiple channels so as to create a good social atmosphere for the development of the organizations.
