The quantity and quality of regional talent aggregation are the key factors to measure regional competitiveness,promote regional innovation and sustainable development,and the external environment provided by the region for talent development determines whether the region can attract enough talents.In view of this,the article intends to analyze the talent attraction status of Tibet autonomous region and whether various environmental factors are conducive to promoting talent concentration in the region? This paper hopes to enrich the research content and level of human resource development in Tibet autonomous region.Based on the above research objectives,this paper carries out the research according to the idea of "theoretical research--description of current situation--comprehensive evaluation--countermeasures and Suggestions".The framework is as follows :(1)Theoretical research.Firstly,this paper reviews and sorts out relevant studies on talent attraction by domestic and foreign scholars,and clarifies relevant concepts such as talent and talent attraction evaluation.(2)Status analysis.This paper collects and sorts out relevant data and policy documents of talent development in Tibet,and analyzes the current situation of talent development in Tibet from three aspects: talent demand,policies and measures adopted for talent introduction,and achievements achieved in talent development.(3)Comprehensive evaluation.On the basis of referring to the relevant research and combining with the special natural and social environment of Tibet,the evaluation index system and evaluation model of talent attraction in Tibet are constructed.Using the method of interview and analytic hierarchy process to determine the weight of each index and analyze the actual demand of Tibetan talents for relevant environmental factors;Using the data of related indexes in the statistical yearbook,this paper makes a longitudinal comprehensive evaluation of the talent attraction of Tibet in the past five years.(4)Countermeasures and Suggestions.Based on the results of comprehensive evaluation and analysis,the countermeasures and Suggestions for improving the attractiveness of Tibetan talents are studied.The main research conclusions obtained through the comprehensive evaluation are as follows: the comprehensive attracting ability of talents in Tibet is increasing year by year,and the external environment affecting the development of talents is gradually improving.Among them,the rapid economic development,the increasingly perfect social security and the gradual optimization of the innovation environment promote the steady improvement of talent attraction ability in the region.However,the variable natural environment deterioration and the fluctuating development of living environment in the region reduce the living comfort of talents in the region,and the employment opportunity cost of talent selection in the region increases.Through the interview,it is realized that among the natural environmental factors affecting the talent attraction of Tibet,the altitude factor is the most important and negatively correlated with the talent attraction level.According to the conclusion of the study,the article believes that the talent attraction of Tibet autonomous region should be improved from the following three aspects :(1)Efforts should be made to strengthen green planning and improve the ecological environment;Improve the level of infrastructure construction,optimize the living environment;We will strengthen government responsibility and improve the environment for innovation.(2)Improve policy planning for talent development and broaden the scope of high-level talent certification;Pay attention to the young talent reserve and professional and technical personnel training;To develop outstanding talent resources such as cadres,"three branches and one support" and young volunteers;We should reasonably position the role of the government and encourage enterprises and institutions to participate in talent introduction.(3)Create a good development environment for talents.Introducing high-level domestic and foreign enterprises to create a better development platform for talent development;Strengthening the infrastructure construction and discipline construction of universities and scientific research institutes in the region,encouraging teachers to communicate and cooperate with other countries,and improving the ability of talents cultivation and gathering in universities.
