As China’s economy shifts from extensive to intensive growth,talent is increasingly important as a living vehicle for knowledge,skills and innovation.Therefore,in order to meet the needs of transformation and development,many regions have launched various talent policies to attract a large number of talents to help the region achieve high-quality development.Under the background of more and more fierce talent competition,what is the positioning of xinjiang itself? What actions should be taken to ensure the most effective introduction and utilization of human resources? These are the topics the article wants to explore.In order to study the above topics,this paper firstly sorted out the domestic and foreign literature,understood the concept of talent and talent attraction,and comprehensively applied maslow’s demand theorem,"push-pull" theory and human capital theory,and tried to apply it to the subsequent analysis and policy Suggestions.Then it summarizes the talent policy of xinjiang and analyzes the local talent and employment structure of xinjiang,and draws a conclusion by comparing with the historical data and the national data.After that,the attractiveness of talents is measured and compared,and it is used as a reference series to carry out grey correlation analysis with various possible influence indicators,in an attempt to find out the factors with greater influence,and the advantages and disadvantages of talent attraction in xinjiang are analyzed through the ranking of corresponding indicators in xinjiang.Finally,based on the basic theory and the analysis results,the paper puts forward the corresponding policy Suggestions on how to enhance the attraction and use efficiency of talents.The article draws the following conclusions :(1)the overall number of talents in xinjiang is increasing;(2)although the proportion of total talents in xinjiang is not low,high-end talents are relatively scarce;(3)the distribution of professional titles in xinjiang is poor,and people lack the motivation for promotion;(3)the talent attraction ability of xinjiang is in the middle reaches,and there is a phenomenon of "brain drain" in some developed regions.(4)the overall correlation among the factors affecting talent attraction is poor,among which life pressure may be an important factor topromote the brain drain,and xinjiang has advantages in this respect.According to the above conclusions,the paper puts forward policy Suggestions from three aspects: talent introduction,talent retention and talent utilization.Establishing a wide range of talent subsidy standards;To strengthen the publicity of talent work;(2)establish a fair and transparent employment mechanism;Improve the working environment of talents;(3)establish scientific and reasonable talent cultivation plan;Give full play to the regulatory function of the market;Make rational use of the policy of assisting xinjiang. |
