With the development of the economy,the competition points between countries and regions have gradually shifted from the competition of natural resources and capital to the competition of talents and knowledge.As an important factor driving economic growth,talents are favored by various regions,and how will many countries and regions Improve the attractiveness of their talents,condense more talents,and how to effectively use human resources planning in the development process into the primary part of strategic development.Since 2013,the economic growth rate of the three northeastern provinces has continued to be lower than the national average,ranking the last in the country,and talents are also losing.The lack of talent will affect economic development,and the Northeast is currently caught in a cycle of economic recession and brain drain.The article evaluates the talent attraction of Northeast China and finds that the current talent attraction scores in Northeast China are not high.From the current objective talent attraction in Northeast China,the problem of brain drain cannot be solved.Weakness will also lead to further loss of talent.The root cause is the result of the economic development model in the Northeast.In the process of development in the northeast region,market-oriented reforms began relatively late,and the progress was slow,which led to weak economic vitality.Since 2013,the economic growth rate of the three northeastern provinces has been lower than the national average.Other environmental factors are limited by economic development,and their development level lags behind the economic environment.The decline of economic growth has led to a relatively poor employment environment and social service environment,and there are many high-inefficient and inefficient enterprises in the Northeast that have not been cleaned up,and the natural environment is naturally not ideal.In terms of various factors,the talent attraction in the Northeast is not high.On the other hand,by comparing the new talents in various regions,the new talents in the Northeast have been introduced late,and they are considered inconsistent.The industry and education qualifications are narrow,and even some cities are still using the "talent battle".The talent policy has led to the Northeast region not gaining any advantage in the "grabbing war" and has not attracted talents through appropriate talent policies.Considering the current situation of talent development in Northeast China,if the effective measures are not taken in time,the brain drain will be further aggravated.In order to explore the relationship between talent attraction and economic development in Northeast China,the article studies the impact on economic development from the aspects of talent quantity and talent structure.The empirical results show that the number of talents in the Northeast will affect economic growth,and the number of talents will positively promote economic growth.There is a Granger causal relationship between the number of talents and economic growth.That is to say,the current brain drain in the Northeast will further aggravate the economic recession,and the economic recession will also lead to insufficient talent attraction in the region and further loss of talents.It is caught in a cyclical dilemma of lack of talent and economic recession.By analyzing the matching degree between talent structure and industrial structure in Northeast China,it is found that the existing talent structure is not conducive to the sustainable development of the economy in Northeast China.There is still insufficient financial input in the talent structure of Northeast China,and the talents of various industries are not properly and effectively allocated.And so many questions.Moreover,due to the problem of brain drain,the shortage of talents in various industries has also affected the talent structure in the Northeast.To this end,this paper puts forward the following suggestions:promote the marketization process in Northeast region;vigorously carry out double-innovation activities to create jobs;promote competitive talent attraction policies;optimize the talent structure in Northeast China to promote sustainable economic development,break the current Northeast cycle in the process of economic development.The innovations of this paper are as follows:(1)In the evaluation of talent attraction,it not only constructs the objective evaluation of talent attraction rating indicators from a quantitative perspective,but also analyzes the subjective aspect of the government’s emphasis on talents,and compares the main ones.The new talents in the new first-tier cities and the cities in the northeastern region are compared with the policy intensity and core content,which have certain reference value for the Northeast region.(2)Different from previous studies,this paper is based on the perspective of talent attraction.Revitalizing the Northeast economy,analyzing the dynamic relationship between the number of talents in the Northeast and the structure of talents and economic development,and proposing proposals for revitalizing the Northeast economy from the perspective of talent attraction. |
