As the the country’s investment and support in education is growing in recent years, the state and local governments pay more and more attention to the development of local universities. To seize the opportunity to promote the rapid development of local colleges and universities, a very important aspect is to improve the internal management of the local universities. As the key link of the internal management of the local universities, it is particularly important to carry out the activities of the performance evaluation of the local universities’teachers.The study is divided into the following four sections:The first part, on the basis of absorbing the domestic and foreign theories of the performance evaluation of the universities’teachers, analyzes the inadequacies of the current research. It discusses the methods that the study need to use and describes the concept of the classification and the grade of the local universities’teachers in this part.The second part illustrates the relevant theories, which is involved in the performance evaluation of the local universities’teachers. Taking into account the particularity of local universities, this part presents the following principles which is should be followed by the performance evaluation of the local universities’teachers:the principle of teacher development, the principle of the combination of qualitative research and quantitative research, the principle of the combination of increment and stock, the principle of the moderation in the performance evaluation, the principle of regulating disciplinary differences, the principle of embodying the particularity of local universities.In the third part, based on the principles of the performance evaluation of the local universities’teachers and according to the guidance that the nation and universities put forward about the classification and the grade of the local universities’teachers, it is constructed that the indicators structure of the research-based teachers, the teaching and research based teachers, and the teaching-based teachers. Then all levels index weights are calculated. Get the performance evaluation index system.In the fourth part, corresponds to the established index, the relevant teachers’data of a local university is collected and collated. In this study, it is recognized that the disciplinary differences in the performance evaluation of the local universities’teachers. It is simply explored that the adjusting method of the disciplinary differences. It is proposed that the calculation method of the performance evaluation of the local universities’teachers. Using the calculation method, the empirical study is begun by the teachers’ data. The performance evaluation results are obtained. Evaluation results are analyzed and compared to verify whether the established evaluation system is scientific and rational. The study discusses the breakthroughs and inadequacies of this study, and provides relevant research ideas to the follow-up study.
