Research On The Cultivation Of New-type Professional Farmers

At present,the process of new industrialization and urbanization continues to accelerate.A large number of rural young and middle-aged people go to work,study and employment in cities,which greatly reduces the rural labor force.The rural areas show the phenomenon of "part-time work,aging,and low culture",affecting the prosperity of the country as a whole.Therefore,it is necessary to speed up the training of a group of new-type professional farmers,which is also a major issue that the grassroots party committee and government must face.In April 2017,when General Secretary Xi Jinping participated in the deliberation of the Sichuan delegation of the "two sessions",he pointed out that it is necessary to train more new-type professional farmers on the spot.In October 2017,in the report of the 19th National Congress,he once again pointed out that the construction of a modernized economic system in the new era must solve the problem of "agriculture,rural areas and farmers".It is necessary to cultivate a"Sannong" work team that understands agriculture,loves countryside,and loves peasants.Promote implement of the rural revitalization strategy.The new-type professional farmers are not only the main body of the countryside,but also the implementers of agriculture.The new-type professional fanners are an important part of the rural revitalization work.On January 2,2018,the "Opinions of the Central Committee of the Communist Party of China on Implementing the Rural Revitalization Strategy" proposed that to strengthen the support of rural revitalization of talents,it is necessary to vigorously cultivate new-type professional farmers.On January 9,2018,the Ministry of Agriculture issued the "13th Five-Year Plan for the Development of New-type Professional Peasants",and detailed planning for the development of new-type professional farmers.On September 26,2018,the Central Committee of the Communist Party of China issued the "Village Revitalization Strategic Plan(2018-2022)" again emphasizing the establishment of a professional peasant system to strengthen the support of rural revitalization.Obviously,cultivating new-type professional farmers who is high-quality,can manage,understand technology and have culture,they has become an urgent requirement for the transformation and upgrading of agriculture in the new era,the construction of a modern economic system,the revitalization of the countryside,and the comprehensive determination of a well-off society.Cultivating new-type professional farmers has received unprecedented attention.Based on this,this paper firstly bases on the basic national conditions of rural revitalization requiring a large number of new-type professional farmers,taking the new-type professional farmers cultivation policy as the entry point,sorting out the new-type professional farmers cultivation policy,adopting the policy text analysis.Sort out the national requirements for the cultivation of new-type professional farmers,namely,the cultivation subject of new-type professional farmers,the cultivation content of new-type professional farmers,the cultivation object of new-type professional farmers,the cultivation method of new-type professional farmers,the cultivation evaluation of new-type professional farmers,the cultivation insurance of new-type professional farmers and the feedback of new-type professional farmers.Secondly,Survey method are mainly used to disassemble,analyze,test and reorganize the various structures of the new-type professional farmers cultivation policy,so as to form a questionnaire and interview outline that can well measure the cultivation of new-type professional farmers,in order to obtain more detailed and in-depth information.Record on the basis and reflect on the problems and causes.The research shows that the cultivation of new-type professional farmers has problems such as single cultivation subject,conservative cultivation content,formal cultivation mode,low level of cultivation target,incomplete evaluation mechanism and inadequate cultivation protection.Finally,according to the reality of the cultivation of new-type professional farmers in China,combined with the experience of foreign countries,based on China's basic national conditions,explore and reflect on the cultivation policy of new-type professional farmers,and analyze the realization path of the quality improvement of new-type professional farmers,namely:our policy should accelerate the improvement of the system for the cultivation of new-type professional farmers,establish a new-type professional farmers cultivation content update mechanism,create and update method and mode of cultivation of new-type professional farmers,broaden the scope of new-type professional farmers,establish a complete evaluation system for new-type professional farmers and deeply expand the cultivation of new-type professional farmers insurance system.In a word,this paper starts with cultivation policy of the new-type professional farmers,analyzes the national appeal for the new-type professional farmer cultivation,combines the academic data,analysis the conclusions obtained from the policy text.In addition,combined with the status quo of the cultivation of new-type professional farmers of N school Guizhou Province,obtain more objective first-hand information,which provided effective reference for the improvement of new-type professional farmers cultivation policies.However,due to the research is complicate and massive.There are a large amount of literature research work and complicated practical work.In addition,degree of education is not the same of new-type professional farmers,which make them biased in understanding the problem when answering the questionnaire or take a defense mechanism on the answer to the "sensitive" question,the answer is distorted,and the reliability is not very high.Therefore,in the latter part of the research,this study will strive to expand the sample size and obtain more extensive information to make the research results more reliable.On the other hand,we conduct more precise research on each link of the cultivation of new-type professional farmers,and draw on the experience and lessons of developed countries to form a more targeted systematic and countermeasures in light of China's national conditions.
