Since 2017,when China's three ministries jointly issued the notice on the publication of the list of construction universities and disciplines in world-class universities and first-class disciplines,the construction of "double first-class" has been carried out in full swing in the field of higher education.Talent Training and scientific research work affect the development level of university,first-class personnel training and scientific research is the core factor to promote the "double first-class”construction process,and teachers play a key role in enhancing the level of personnel training and scientific research in universities.At present,for the "Double first-class" construction of universities,how to better stimulate teachers academic enthusiasm and creativity in teaching,scientific research is of great significance.Therefore,this paper mainly focuses on the "double first-class" construction of college teachers academic incentive mechanism,in order to effectively mobilize the academic potential of teachers to provide help.This article mainly uses the literature research method,the text analysis method,comparative research method,takes our country university teacher academic incentive change,the university teacher quality theory,the incentive theory as the corresponding theory guidance.In order to ensure the effectiveness of the study,this paper first selected 4 representative "double first-class" construction universities within the scope of Shaanxi province,namely Xi'an Jiaotong University,Northwestern University of Technology,Shaanxi Normal University and Northwestern University.Starting from the system text on academic incentive published on the official websites of 4 universities,this paper mainly makes an in-depth academic incentive analysis of teachers ' job evaluation and recruitment,performance pay,professional development and participation management,and theoretically thinking,sums up the main problems in the academic incentive of "double first-class" construction of college teachers.Specifically,the current "double first-class" construction of universities are mainly the role of teachers ' job evaluation and recruitment incentive relative weakening,performance pay incentive is not fully played,professional development incentives are not obvious,participation in management incentives still need to be developed.Secondly,in view of these problems,this paper discusses the influence and restriction factors of university rankings,macro management" Administration",provincial "double First-class"construction policy and the "self-administration" on the academic incentive of college teachers from the perspective of internal and external reasons in universities.In addition,by drawing on the experience of academic motivation of college teachers abroad,the following enlightenment has been obtained:constructing the mechanism of reasonable mobility of teachers,perfecting the system of teachers' performance pay,strengthening the system of teachers ' professional development,and innovating the operation mechanism of teachers ' unions.Finally,from the above four aspects,this paper puts forward some countermeasures to optimize the "double first-class" construction of college teachers ' academic incentive mechanism.First,deepen the reform of teachers 'job evaluation and recruitment system.Taking "the integration of science and education" as the guiding to evaluate job,the reform promotes the teaching system of teachers ' long employment.Second,the inclusive reform of teachers ' performance pay system.With innovation as the orientation of the guarantee distribution of performance pay,with long-term performance as the grasp to improve performance evaluation.Third,specialization to reform the teacher development system.Pay attention to the self-directed development of teachers,strengthen the development of external source support for teachers.Four is to continuously improve the mechanism of teacher participation in management.We should perfect the operation mechanism of teachers 'unions and improve teachers ' participation in decision-making mechanisms.
