Secondary vocational education is an important part of China's education,is the foundation of the whole social development,and plays a very important role in the training of skilled and practical talents.Vigorously developing secondary vocational education is an effective way to speed up the cultivation of high skilled talents in China,and also the main driving force to promote the innovation and development of local economy.Private secondary vocational education,as a part of secondary vocational education,has not received the same treatment as public secondary vocational schools,which makes it difficult to recruit students,teach and obtain employment.Since the reform and opening up,private secondary vocational education in Nantong has developed rapidly,effectively making up for the lack of public secondary vocational education.However,like the development of private secondary vocational education in other parts of China,Nantong private secondary vocational education still faces many insurmountable obstacles in the development process,which urgently needs the efforts of the government.Therefore,this paper mainly studies the government management behavior in the development of private secondary vocational colleges in Nantong City,analyzes the problems existing in the government management behavior in the development process of private secondary vocational colleges and the countermeasures that can be taken,in order to promote the better development of private secondary vocational education in Nantong city.This paper uses literature method and survey method to analyze the management behavior of Nantong municipal government in the development process of private secondary vocational colleges.Based on the theory of educational equity and the new public service theory,through the analysis of the data published by Nantong Municipal Bureau of statistics,questionnaire data and interview results,this paper makes clear the current situation of the development of private secondary vocational colleges in Nantong: relatively poor conditions for running schools,lack of advanced teaching equipment and instruments,and Nantong municipal government does not perform its capital well in the management process.The behavior of financial management leads to the uneven distribution of funds and insufficient support for private secondary vocational colleges;the coverage of school enterprise cooperation is narrow,and the corresponding order classes are not established through the cooperation of school and enterprise in accordance with the requirements of vocational education reform and development,and the targeted training of students is not realized;the professional setting deviates from the market demand,and most private secondary vocational colleges are not provided with sufficient support.Vocational schools set up specialties according to the employment rate and school experience.There are many duplicate specialties,and the proportion of specialties is inconsistent with the production demand,and the specialties are lack of foresight.There are problems of "structural unemployment" and being unable to keep up with the market.The quality of students is lower than that of public institutions,and students can be admitted as long as they sign up.The level of teachers' knowledge and skills is low,and the specialty is low.The number of teachers is small and their practical ability is poor,which can not meet the needs of technical course teaching in secondary vocational colleges.All of these indicate that in the development process of private secondary vocational colleges in Nantong,the government management behavior promotes the healthy development of private secondary vocational colleges,but there are also some problems as follows.The government's administrative intervention is so much that the autonomy of private secondary vocational schools is greatly limited.The policies and regulations are still not so perfect that the legal status of private secondary vocational schools is not clear,and the policy support is very limited.The government's financial support is weak,so the funds of private secondary vocational schools are too dependent on tuition fees,facing financial difficulties.The supervision and evaluation is not enough,and the promotion to the quality improvement of private secondary vocational schools is limited.The public service system is lacking,and the private secondary vocational schools fail to enjoy the same treatment as the public secondary vocational schools.In view of the lack of government management behavior in the development of private secondary vocational schools in Nantong,the government of Nantong can take the following countermeasures: first of all,it is necessary to increase the government's financial support for private secondary vocational education,such as setting up the corresponding development fund,formulating certain preferential policies,so as to promote the corresponding enterprises to achieve business cooperation with private secondary vocational schools.In terms of credit business,enterprises which cooperate with private secondary vocational schools,should appropriately relax the conditions or carry out corresponding interest rate subsidies and other policies.Local governments can also provide certain financial support for the infrastructure of corresponding colleges and universities to realize the mutual supplement of government investment and social investment,and truly solve the investment and financing problems in the development of private secondary vocational schools in Nantong.Secondly,it is necessary to formulate policies and regulations suitable for the development of private secondary vocational education in Nantong,to ensure that relevant laws and policies are fully implemented in private secondary vocational schools in Nantong,and to provide a good system guarantee for the development of secondary vocational schools.For example,we should strengthen the construction of the training system for the development of private secondary vocational education,fully implement the certification of vocational qualification certificate,strictly require the employment access system of students,establish the mode of production study research talents training,realize the synchronous implementation of in school training and out of school base practice through the introduction of enterprise foreign investment,further improve the quality of personnel training in private secondary vocational schools.We should establish the policy system of subsidizing poor students in private vocational education in Nantong,implement the national scholarship policy for vocational colleges,draw about 5% of the scholarships as the special aid for the poor students,so that the poor students can also get good financial support in private secondary vocational colleges,improve the aid system of private secondary vocational colleges in Nantong.Establishing the secondary vocational education administrative system of division of work and cooperation,on the one hand,reduces the government intervention as much as possible,and on the other hand,changes the functions of the government,transforming its main work from management to supervision and service.Finally,we should strengthen the government's supervision and management of private secondary vocational schools in Nantong,adjust the functions of the existing administrative subjects of secondary vocational education in accordance with the law,change from comprehensive management to partial management,relax the enrollment,fees and other contents of private secondary vocational schools,and let schools make independent adjustment according to the actual teaching situation.We should increase the government's supervision and teaching quality evaluation of private secondary vocational schools,and set up a special supervision organization,such as a review meeting,to supervise and manage the running of secondary vocational schools,especially the flow of school tuition.We should support and guide the teaching reform and innovation of private secondary vocational schools,support their academic research,provide support for private secondary vocational schools in applying for project approval and research funds,and ensure private secondary vocational schools and public secondary vocational schools enjoy the same treatment.We should support schools to establish their own research institutions,especially career planning and other institutions.At the same time,we should help private secondary vocational schools in Nantong to establish a high-quality teaching staff,so as to create a brand of secondary vocational school,and then attract more students to join in the private secondary vocational school under the role of brand.In addition,private secondary vocational colleges can also introduce professional talents with high salary,provide good salary for teachers,and retain excellent teachers.The conclusion of this paper is of great significance to the development of private secondary vocational schools in Nantong and the optimization of government management behavior.It can further promote the development of secondary vocational education in Nantong towards a healthy direction and provide talent support for the economic development of Nantong.
