The Study Of Government Purchasing The Social Work Service From The Perspective Of Project System

In the 1990 s,with the collapse of China's system of units,the supply of social services pattern began to change,the country's social service supply also is no longer monopolized by the state administrative system,social forces began to be introduced in among them,the government purchase of social work service is one of the new mode of social service supply.In addition,the originally highly integrated social pattern is broken,fiscal and tax policies with the system of project scheme become a new means of social governance in our country gradually,and through the way of "project" will the central government,local grassroots and social become integrated.Therefore,this research focus on the core of the problem is,From the Angle of view of the project scheme about government purchase of social work service in dynamic processes and Operation results,Understand the role of government and social organizations in the government purchasing the social work service,and explore how to the government purchasing the social work service affect the relationship between the government and the society.For this,this article applies the method of qualitative research,and collecting the staff respectively from the social work service agencies and the government in Beijing which has the experience in government purchasing the social work service.Get the firsthand material through in-depth interview for them.And then analyze Beijing municipal government purchasing the social work service.The research results show that the government purchase of social work services for the following reasons: the change of social demand and transformation of the government.Specialization,professionalization of social work development.The development of social organizations and government to develop social organization.Project system is introduced into the government purchasing the social work service.Two kinds of government purchasing the organization form of the social work service project scheme is “the government,social organization” and “the government-type hub social organizations,social organizations".Both of them are broke through the government administration section of the layer system And from the aspects of organizational structure and personnel allocation relationship closer to the government and social organizations.Project application,project bidding and project commissioned are 3 forms in the government purchasing the social work services,and it will be summarized as the form of "entrust-agent" mode.On the basis of analyzing the "entrust-agent" model,this paper found that the government purchasing the social work service projects have "contract out-contracting" two-stage operation mechanism,The government and social organizations will also in game under this mechanism.Finally,This paper points out that the government purchasing social work service through project become the bridge connecting the government and society.Through the project,the government and society is integrated,and promote the interaction of the whole social system.In addition,this paper also found that the current government supervision mechanism is not yet mature,the dependence on the government to social organizations is bigger,but the government purchasing the social work services have a certain influence on the relationship between the government and society,the role of the government has been gradually from the controller to the guide,a the role of social has been from passive recipients into active participants.
