The Ideological and political courses standards of ordinary high schools(2017 edition)clearly pointed out the core literacy of discipline is Political identity,Scientific spirit,Public participation and Legal sense,In recent years,ideological and political educators have paid more attention to the cultivation of core literacy,public participation literacy refers to the literacy of cultivating individuals to participate in public affairs,reflecting self-value perception and the sense of civil society responsibility.it’s beneficial to improve high school students’ ability of public affairs participation,cultivating their sense of responsibility and patriotism.this literacy will not only beneficial for individual development,but also promote social development and progress.Through a questionnaire survey found that high school students’ public participation literacy still being improved,and they participate in social public affairs with negative attitudes,there are many shortcomings in social practice experience and civic morality,still have a “read only the sage” mentality.Through interviews i found that some ideological and political teachers’ philosophy can’t advance with the times,and there are also conditions in schools and society that are not conducive to the cultivation of students public participation literacy under the exam-oriented mechanism.Therefore,the cultivation of public participation literacy needs to implement specific training tasks from the perspectives of society,schools and teachers.For the above problems,learn from advanced foreign experience to explore new cultivation strategies based on national perspective,study the specific cultivation measures in the teaching process based on school perspective,analyze the teacher-student incentive strategies of cultivate public participation literacy based on the teacher-student evaluation mechanism,and explore feasible cultivation paths based on social practice activities.This article contains four parts,one is to elaborate the related theory of public participation literacy based on existing theories,the second part is a survey on the current situation of cultivating public participation literacy,the third part is aimed at the investigation data to analyse the problems and causes,and the last part is explore the specific cultivation path of public participation literacy.The high school ideological and political courses has its special subject nature,itscharacteristics of distinctive political color,a wide range and close to social life are conducive to cultivate students’ sense of participation and civic morality.By gradually implementing the training process,it can improve students’ public participation literacy effectively,guide students to internalize the core literacy of the subject into their own literacy and abilities,truly achieve the purpose of learning to use and the goal of literacy education.
