The overall goal of China's comprehensive deepening reform is to perfect and develop the socialist system with Chinese characteristics,and to promote the modernization of the national governance system and governance capabilities.The transition from "management" to "governance" highlights the important role of citizens in social public affairs.As high school students in the new era,they shoulder the important task of the renaissance of the motherland.This determines that high school students must not only learn scientific and cultural knowledge,but also have the quality and ability to participate in public affairs,in order to lay the foundation for becoming a builder and successor of the socialist cause.Based on this,the 2017 version of the new curriculum standard launched by the Ministry of Education clearly puts forward the requirements for the cultivation of students' public participation literacy,which aims to enhance students' awareness of public morality and participation through ideological and political lessons,and cultivate students to be patriotic and practical youth in the new era.This article is divided into three parts.The first part is an overview of relevant theories on the cultivation of public participation literacy in high school ideological and political education.Firstly,the basic connotation of high school students' public participation literacy is defined.Secondly,the core content of cultivating students' public participation literacy in the teaching of ideological is elaborated and the political courses in high schools mainly including public participation awareness,public participation knowledge,public participation ability and public participation character.Finally,the importance of cultivating students' public participation literacy in the teaching of ideological and political courses in high schools is expounded.The second part is the analysis of the current situation of the cultivation of students' public participation literacy in high school ideological and political teaching.Through the form of questionnaire surveys and interview surveys,the current status of the cultivation of students' public participation literacy in the teaching of ideological and political courses in high schools is known.Based on the collation and analysis of the survey results,the effectiveness and problems of public participation literacy cultivation in high school ideological and political teaching are clearly defined.In response to the problem,the author mainly elaborated the reasons for the problem from three aspects: the teachers' quality to be improved,the students' subjective awareness to be strengthened,learning methods to be improved,and schools' insufficient attention to the cultivation of students' public participation literacy.The third part is the improvement suggestion on the cultivation of students' public participation literacy in high school ideological and political teaching.Based on the analysis of the reasons and the teaching of ideological and political courses in high schools,suggestions for improvement are made from three aspects: teachers,students,and schools.First of all,teachers should change teaching concepts and improve their ability to cultivate public participation literacy,mainly from four aspects of updating teaching concepts,enriching teaching content,optimizing teaching methods,and improving their own quality of public participation.Secondly,for students,they need to enhance subjective awareness in public participation and improve learning methods.Finally,as the main place for students to learn and live,the school should provide a practical platform and rich resources for cultivating students' public participation literacy in ideological and political classroom teaching,as so to provide powerful external conditions for ideological and political classes to cultivate students' public participation literacy.
