Research On The Development Strategy Of Dalian University For The Elderly Under The Background Of Public Cultural Service

The problem of aging population is getting worse,the social focus puts more attention on the elderly.Now,the total population of elderly in the total population has gradually expanded,according to the China's actual conditions,the government promulgates a series of regulations on the rights of elderly people,meanwhile the life of the elderly,medical care and the spiritual life become the social concerns.At present,under the background of vigorously promoting public cultural services,developing the University of the Elderly is an important part of improving the quality of life of the elderly.In October 2016,the office of state council promulgated a document named“the elderly education development plan?2016-2020?”and the elderly is the treasure of the country and developing education of the elderly is an inevitable requirement to meet the quality of life of the elderly in their later years and our main task is to develop the University of Elderly have been emphasized again in the documents.The office of the Liaoning Provincial people's government stated in the"Liaoning Provincial Development Plan for Elderly Education?2017-2020?"that Liaoning Province has now entered a stage of deep aging in which the growth rate of the elderly is much faster than that of the total population,at the same time,the level of growth continues to rise,which was published at 2007.We need to expand the supply of elderly education resources under the background of public cultural services,at the same time leading the society pay more attention on the elderly education,make the elderly have fun from studying,promote the elderly education,do the better teaching,and serve for the elderly.Recent years,Although the Ministry of Culture attaches great importance to the cultural rights of elderly education during the promoting the construction of public cultural service system,with the implementation of national policies and the support of social,elderly education has achieved development rapidly,and some provinces have promoted the elderly education too,the University of Elderly begin to be perfect,but on the whole,the elderly education of China started late than the other developed countries,there are some problems at the development of the University of Elderly under the public cultural service system,for example there are many differences between remote areas and developed cities and there is no relevant regulations for the development of the University of Elderly.It is difficult for the policies of public cultural service implemented to the primary University of Elderly,many Universities of elderly started the working of teaching by themselves,no matter the facilities of teaching and the instructors are very infrequent.This paper takes the construction of China's public cultural service system after the21^stcentury as the research background,use literature analysis,questionnaire and the other methods to understand the current development of Dalian elderly education under public cultural,investigate the problems caused by the current insufficient supply of the elderly education,and find out the factors that affect the participation in University of Elderly,finding countermeasures from multiple perspectives of the government,universities,and the elderly themselves,with the aim of further improving the development of the University of Elderly,and promoting the value of the University of Elderly in public cultural services.
