Talents are the strategic resources to achieve national rejuvenation and win the initiative in international competition.Shandong province’s industrial development started earlier and has complete industrial categories,but with the promotion of industrial Internet application,the traditional industry is facing new changes.At present,Shandong province is in a critical period of transformation from traditional manufacturing based real economy to big data and artificial intelligence based new economic business format.In order to accelerate the development of emerging industries,service and support traditional enterprises to carry out technological transformation and equipment innovation,In recent years,more and more attention has been paid to talent development strategy research,talent project evaluation,innovation and entrepreneurship guidance,talent public service and other aspects.As a typical industrial area and county in the central part of Shandong Province,the modern and modern industry started in 1904.Since 1950 s,relying on the rich coal,clay,coke and gem resources in B,the state and provinces have successively built nearly 40resource-based enterprises and supporting state-owned large and medium-sized enterprises in the upstream and downstream.However,with the depletion of resources and the decline of the development advantages of traditional industries,zone B on the one hand focuses on the upgrading and transformation of traditional advantageous industries such as electromechanical pump industry,intelligent automobile manufacturing,health medicine and new materials,and on the other hand develops and builds new economic formats such as hydrogen energy and digital economy,entering a critical period of industrial transformation and development.With traditional industry constantly technical renovation,the hydrogen and the digital economy industry gradually arisen,B area of high-skilled talents with rich professional experience in technology and new energy,Internet education talented person’s demand is also increasing,but the B area industry reform starts late,the low level of industrial development,and as a county level affected by factors such as location,policy,finance,There are still many defects in talent introduction and cultivation,and the effect of talent introduction is not good.Literature research method,investigation method and interview method are adopted to analyze the industrial development situation,talent introduction situation and the effect of the current talent introduction policy in B district,based on the research on talent introduction at home and abroad and using the theory of hierarchy of needs,human resource theory and incentive theory as basic theoretical tools.It is found that the advantages of talent introduction are not obvious,the social security mechanism of talent is not perfect,the service mode of talent management is backward and the publicity effect of talent introduction is poor.By analyzing and integrating the opinions and suggestions on the introduction of high-level talents in district B in the past two years,it is concluded that the establishment of talent introduction policy should be more targeted,more feasible and more warm,and on this basis,it puts forward suggestions on the optimization of talent introduction policy in District B.It includes strengthening the policy support,creating a good development environment,perfecting the talent incentive mechanism and optimizing the talent introduction publicity mechanism.By exploring the special needs of cities in the industrial transformation period for high-skilled talents and high-level talents,and putting forward targeted recruitment policies,the mutual promotion and common development of talent revitalization and industrial revitalization can be realized.
