History into the 21st century, economic globalization has become one of the most important features in today’s world economic development. The international flow of talent and the competition has become the inevitable trend of development of economic globalization situation, and in this process plays a very important role. To make it in the process of economic globalization for greater space for development and competitive advantage, is to actively join in the trend of talent competition. Especially for the introduction of high-level personnel, will become the key of the international talent competition.Firstly in learning and reference, on the basis of predecessors’ research results, to clarify and define the concept of high-level personnel related, associated with high-level talent introduction, the paper summarized the theoretical basis of international talent introduction of the research status both at home and abroad. Secondly, analyzed the high-level talent introduction of some successful experiences at home and abroad, in order to facilitate this paper formulated after ningbo zhenhai high-level talent introduction of measures to provide certain reference.
