In recent years, our economic and social development has obtained a great dealachievement. However, in the process of development, there are still more severeunbalanced conditions in urban and rural, regional development. To achieve socialbalanced development, we must give full scope to talent resources' role. But the short oftalents becomes bottleneck for the development of underdeveloped regions. Onlyunderdeveloped regions attach importance to talents career, improve the talentsintroduction and management work, can get rid of poverty development.As the foundation and weak link of balanced development, underdeveloped regionsare facing lack of talents, talent structure is unreasonable, and serious brain drain. In talentintroduction work in county regions, we must bring the leadership of the local governmentinto full play. So it is necessary to make an intensive study on government leading talentintroduction in underdeveloped county regions. This thesis mainly studies on countygovernment's functions, problems and measures in talent introduction based on largeamounts of facts. This thesis argues that talents introduction of underdeveloped regions isa systematic engineering. In talents introduction work, county government should takepolicy as its guideline, make talents development as the foundation, try to win outsidesupport and talent sharing as motive power, reform talent management as driving force,and optimize the environment as external support to introduce talents and promote talents'development. The article's research results can not only enrich the related theories ofcurrent talents introduction study, but also analyses the lack of talents in underdevelopedcounty regions and puts forward effective strategies for county government by the way ofthe basic theory combined with the cases. As new management opinions, it is helpful forcounty government to introducing talents, keeping talents and using talents more scientificand reasonable. It hopes to play a guiding role in underdeveloped county regions' talentsintroduction work.
