Since human resource has become the core element of the economic development in the era of knowledge economy,optimal allocation of human resources is an important issue that enterprises and overall society have to take consideration of.Especially,recent China put forward a series of strategies in order to achieve the economic transition and sustainable development,such as the strategy of developing strategic emerging industries.Optimal allocation of human resources is the most important and effective way to solve the problem and obtain the endogenous competitive power.With the capability of promoting optimal allocation of human resources,human resource services is an important branch of the tertiary industry.Currently,global human resources service industry has achieved rapid development and became a notable "sunrise industry."As an important carrier of the human resources market,human resources service agencies play an important and basic role in the development,configuration and optimization of human resources marketing resources.The specialization,scale,management ability and development patterns of human resources servicers is directly related to the effectiveness of human resource services,and the function of the human resources market.With the development of China's socialist market economy,business model innovation has replaced the simple product innovation,becoming one of the most important channels for enterprises to gain competitive advantage.After more than 30 years of development,the human resources service industry has laid a solid foundation,and has accumulated rich experience,while also facing a series of complicated international environment such as industry reshuffle,challenge of the international giant and slow economic recovery.Faced with national economic and social development of a "new normal" in the process of implementation of "talents" strategy,how to innovate business models and guarantee business effectiveness is a brand-new and urgent concern for human resources service providers and even the whole industry.F Group is a native human resource service provider organization of Hubei Province and the first to have engaged in comprehensive HR services quality group.Its development is a reflection of human resource services and the allocation of human resources in Hubei Province and the economic and social development in the whole central China.After several years of development,the F Human Resources Group's existing business model does not satisfy the requirements of whole human resource service industry and their own development effectively.Based on the author's work practice in the F Group,taking consideration of the background of the government macro-control and human resources market,this paper systematically applies the PEST and business model canvas methods to research and analysis the current business model of F Human Resource service Group,trying to find the insufficiency and put forward some specific and practical solutions according to enterprise management theories.
