With China’s urbanization process continuing to advance,the rapid growth of urban population has brought many problems.Urban population surging in large-scale is making housing demand urgent.At the same time,in recent years,the real estate prices and rents generally rose in China’s large and medium-sized cities.With housing prices continued increase in urban population,further development of housing security system,improving the existing housing security system is necessary.Since 2009,China began to public rental housing the new affordable housing into the housing security system to solve housing difficulties of "sandwich class".In the "Twelfth Five Year Plan" period,with the construction and promoting of housing security system in our country,all localities actively explore the merger of the housing security,public rental housing has gradually become the main body of the housing security system in our country.Now,most of China’s large-scale initial distribution of the public rental housing is about to complete,and has received good effects.Public rental housing mechanism is in continuous operation,the following situations have occurred in some areas:no longer eligible tenants came out of public rental housing system,house they rent had become available to be reallocated and new applicants come to the process;due to workplace changes,family demographic changes,changes in income and other reasons,the house will no longer meet the demand of the original public rental housing tenants,they need to participate in a new round of public housing allocation to improve utility;The new marketing way to raise new houses than previously newly built,will undoubtedly increase the diversity of public rental housing,more able to meet the different needs of applicants for public rental housing.This article points out the problem of the existing allocation mechanism of the process of China’s public housing in the redistribution through summarizing and analyzing the public rental redistribution in Beijing,Guangzhou,and Wuhan.By analyzing for redistribution of public rental housing,the distribution theory and distribution mode,expounding the research idea of redistribution of public rental housing,according to the actual situation of the redistribution of public rental housing,this paper proposed "top trading cycles algorithm with existing tenants " in public rental housing redistribution,provides a theoretical basis and practical method for the optimization of the mechanism of redistribution for public rental housing.Mechanism for redistribution in public rental housing are quite different from cases with all vacant housing distribution mechanism considering the characteristics,objectives and results.Therefore,to study the redistribution mechanism of public rental housing will provide a reference for the continuous operation of public rental system.
