Human resource is the first resource of enterprise development and the core of the enterprise competitive advantage.Performance appraisal is the most important and difficult issues in human resource development and management.If there is no scientific and reasonable performance appraisal system,the enterprise will not be able to implement the development strategy.The purpose of performance evaluation is to get profit for commercial bank,using specific criteria and indicators,adopt a series of scientific methods,to participate in the operation and management personnel at all levels in the past a period's operating results are quantified,and the resulting effect of many process of making value judgments.The employee's performance in the final analysis will be reflected in the performance appraisal results.Based on the Balanced Score Card and Key Performance Indicators,this paper analyses the performance evaluation status of the Bank of Z Gansu branch Sales Department,points out the problems,such as the lack of key performance indicators,the antenna of assessment is not deep enough,the assessment to individuals is arbitrary,the feedback and communication is not timely etc.This paper also explores the causes of the problems.On this basis,combining with the characteristics and the actual situation,the author built a set of performance appraisal system,including the evaluation target,evaluation content,evaluation method,index selection and performance communication five aspects to obtain,which meet the needs of reformation.Furthermore,this paper discusses the implementing steps of performance appraisal system and safeguard measures,and subsequent performance evaluation and improvement.This paper guides the direction of the Bank of Z Gansu branch sales department performance evaluation work.It can evaluate the employee's work performance accurately and objectively.It also fully mobilizes the staffs working enthusiasm and promotes the sales objectives achieved.At the same time,in view of many provincial branches in Bank of Z are reforming gradually,the performance appraisal system problems in the Gansu branch sales department are universal,researching and solving these problems can provide the certain reference value for other branches.
