People are the important source of enterprise's vigor,and the base of the competitiveness.With the rapid development of knowledge economic,Human Resources have become the core element that an enterprise obtain and maintain the competitive superiorities.Labor cost management,as the important part of enterprises human resources management,has an enormous impact on the individual,enterprises and society.The study of how to establish scientific enterprises labor cost management system has the important realistic significance for promoting the reform of the internal distribution system of enterprises,exploring the labor cost control,optimizing the structural of input-output,strengthening the competitive power of.products,and improving the economic benefit of enterprises.In 2008,the state carried out integration and recombinant on telecommunication industry.It is not only to integrate business and capital assets,but also the integration of the organization and human resources which is the key factor to the success of syncretism and reorganization.During this whole time,the integration on people and their wills is the tough part.All of these ask for straightening out the organizational structure,management and control,procedure,talents squad,cultural ideology,managerial mechanisms that are closely linked,interacted and limited each other,so that the enterprise can forges ahead toward a new step.During the course of labor cost management,Inner Mongolia telecom innovate the mechanism and system of Human Resource Management in accordance with the strategic which is Information innovation focused on customer and the request which is the whole business operation of the group company.Through discrepant design,package personalized solving plans of human resources,it built Human Resources Management System which is conformed to the characters of the profession,propitious to the development of business,and high performance and flexible mechanism starting with strengthen post management,performance management and reward management.Only in this way,can we improve the staffs value,motivate them to struggling for success,and achieve a mutual development of both employees and the company.This paper carries out the theories and methods in management,especially in the Enterprise labor cost,analysis of labor cost,Strategically Management,and so on,puts to use enterprise surveys,consulting data,detailed analysis and empirical research methods,elaborates suggestions and countermeasures to build and improve the labor cost management of Inner Mongolia Telecom,In this paper,combining with practice experiences and available information,we use a studying method which links the theories and practices under the writing requirements and framework.We adopt different approaches according to different issues to ensure objectivity,truth,accuracy.Through the study of this article,we attempt to find an enterprise culture system possessing certain rigidity after reorganization,in order to make contributions to the reality.
