The New Industrial Districts in China,represented by the Economic and Technological Development Zones and the High-tech Development Zones,have contributed greatly to China's economic growth and urbanization.But after 30 years of development,affected by its original functioning goals of economic development and development path focusing on industrial development,some problems began to appear in these economic development zones,such as low-end industrial structure,weak urban functions and lack in land.They seriously hindered the further development of these Economic Development Zones.Thus,they are forced to enter into a new stage of transformation and redevelopment,namely,the Second Development.It is aimed to upgrade the industrial structure,improve urban function and promote the intensive use of land.Under this background,this paper tends to summarize the redevelopment modes,the problems and solutions,based on observation of the redevelopment practice of various Economic Development Zones in China.It is found that there exist two main modes of redevelopment of Economic Development Zones,which are Renewal and Redevelopment type and Non-renewal and Upgrading type.The first one is performed by transforming the original industrial functions to urban ones like commercial,residential,ecological functions,while the latter one is conducted through upgrading the original industrial functions without transformation.From the land perspective,there are in total five types of land redevelopment modes as improving the land capacity,reuse of existing idle land,land repurchase,land-use transformation and land-function transformation.There are also some problems in the process of the Second Development.For example,hindered by the institutional settings,the land transfer is difficult;due to lack in land benefit-sharing systems and complex land property ownership conditions,the land-right are difficult to be changed.In addition,there are also problems such as industrial path-lock and imbalance in development of industrial and urban functions.In this regard,some approaches are suggested such as making systematic redevelopment plans,bettering the cooperation mechanism of multi-actors,promoting the integration of city and industries,and achieving dynamic adjustment and process control of the redevelopment.This paper aims to enrich the research of the Second Development of the Economic Development Zones.This paper is divided into six chapters,and the main contents of each chapter are as follows.Chapter One:Introduction.In this chapter,the research background,research objective and questions,research methods,and the framework of this thesis are clarified.Chapter Two:Theoretic Research of New Industrial Districts.In this chapter,the concept of New Industrial Districts,the research progress of New Industrial District both home and abroad are introduced,Chapter Three:The redevelopment and transformation of China's new industrial Districts.In this chapter,the development course and types of New Industrial Districts are introduced.And its new development stage,namely,the redevelopment stage,is observed.Chapter Four:Redevelopment modes of Economic Development Zones.In this chapter,two main modes of the Economic Development Zones are introduced.Also,the land redevelopment types are observed.And the problems existed during the redevelopment process are also showed.Chapter Five:Plan and policy solutions to the problems.In this chapter,solutions to the problems mentioned in the above chapter are given.Chapter Six:Conclusion.Major conclusions and directions for further research in the redevelopment of Economic Development Zones are summarized in this chapter.The whole thesis contains about 46 000 words,165 pictures and charts.
