“Food and safety come as the first”.Food safety affects each person's life and health and quality of life.With our country urbanization level unceasing enhancement,all kinds of food safety problems appear constantly,tell the general public to food is not safe,not safe food caused great damage to our body and mind.Therefore,how to control our food safety problem is imminent.Our country has put forward the concept of “social cooperation governance”,so that the government,enterprises,consumers,the third departments,the public and other subjects to maintain food safety.This idea is in line with the modernization of national governance systems and governance capabilities.However,there are many problems such as the decentralization of governance objectives,the asymmetry of governance information and the low governance performance,so it is urgent to build a government oriented,enterprise as the main body,the consumer as the core,the third sector as a supplement,the public as a guarantee of food safety collaborative governance system.In the governance system,the degree of synergy is the core,which is a comprehensive quantitative index to measure the coordination state.So,this paper uses the basic principle of synergetics to construct food safety multi-agent governance coordination degree model,analyzes the present situation of food safety the multi-agent collaborative governance in Shandong province,to provide ideas for food safety collaborative governance policies,improve food safety management performance.From the point of view of the collaborative governance of multi subjects,this paper studies the problem of multi-agent collaborative governance of food safety.First,this paper analyzes the food safety the connotation of the multi-agent collaborative governance system,system elements and system function and characteristics,build a multi-agent collaborative governance system,which composed of management subject,management object and management power,management mechanism,the management information platform and so on.Secondly,the article constructs the coordination degree evaluation index system of food safety management system.It is consisted of involved degree of the governance agents,development degree of the objects,perfection degree of themechanism,sharing degree of the information,promotion degree of the enviorment governance.Under the opportunity of “create the national food safety city”,and refer to the level of economic development will measures the synergy degree of Jinan,Weifang and Qingdao.The empirical research shows that: Ji'nan city food safety governance in cooperative coordination state.Weifang city food safety governance coordination degree is in a weak state of synergy and the system enters into the benign stage.The city of Qingdao is generally in a coordinated state,with significant synergies.Thus,the three cities of food safety governance mechanism has not yet formed a multi main body.To achieve efficient coordination of the state needs to further strengthen the building.Finally,according to the empirical study identified on the food safety management system in the coordination of the short board factors and put forward some improvement strategies,such as strengthening the main body of cooperative intention and development the running mechanism and guarantee mechanism of the multi-agent collaborative management system and building a unified information sharing platform,so that the food safety multi-agent management system to the development of higher cooperative form.
