The Impact Of Urbanization On Economic Quality With Resourceful And Environmental Restrictions

In the new normal,according to the requirement of quality promotion and efficiency improvement this paper that is based on strategic transformation of urbanization and Paris climate agreement focuses on the mechanism of urbanization to economic growth quality with the restriction of resources and environment.Firstly,paper systematically expound the theory of economic growth quality and urbanization.The former includes sustainable development,innovation,inclusive growth and economic growth quality.The latter includes traditional urbanization and new urbanization.Moreover,paper clarifies the mechanism of urbanization to the quality of economic growth under the constraints of resources and environment,and puts forward four hypotheses accordingly.Secondly,by reviewing the course of economic development in China,paper points out the existing main problems--international and domestic issues,the former including trade monopoly,resource competition,monetary intervention and information crisis,the latter involving population aging,middle income trap,ecological deterioration and regional development imbalance.Urbanization shows the characteristics of slow development,regional non-equilibrium and low integration.The quality of economic growth in 29 provinces(except Tibet,Heilongjiang and Hong Kong,Macao and Taiwan)in 2007-2014 is estimated by optimized means.Quality in different regions shows a distinct polarization differentiation--Beijing and Shanghai lead the quality of the pyramid and the vast majority of the central and western regions bottom.Thirdly,by constructing a dynamic panel model,paper tests those hypothesis from an empirical perspective:the traditional urbanization no longer adapts to economic development requirements in the new normal.It will aggravate the current tense situation of resources and environment and restrict the improvement of economic growth quality.The traditional urbanization process also distorts the behavior of enterprise and government,leading to deterioration of the ecological environment and decline of the quality of economic growth.But this has nothing to do with the main body of residents.New urbanization is more suitable to the long-term sustainable development and quality development interests than traditional urbanization,and there is no conflict of resources and environment.The impact of traditional urbanization on the quality of economic growth has inverted U-shaped inflection point,and new urbanization has a positive effect on the quality of economic growth.Finally,drawing lessons from foreign urbanization development experience like the United States,Britain and South Korea,paper explores the enlightenment of the urbanization quality improvement,including establishment of a multi-city system,optimization of the layout to promote green production,giving more priority to the modern industrial system and coordination of government and market.The quality of economic growth and urbanization is highly consistent.
