A Study On Identification Of Rural Minimum Subsistence Allowance System Object In Yunnan Province

The rural minimum subsistence allowance system is the last line of defense of social security net.It guarantees the dignity and survival right of the rural residents.At present,there are still a great deal of issue in the objects identification of the rural minimum subsistence allowance system,in Zhenyuan county and even the whole province of Yunnan.And it causes a lot of social assistance resources waste.There are great practical and theoretical significance to find out the causes of the identification errors of rural minimum subsistence allowance system object and to find out the solutions.This paper selects Zhenyuan County of Yunnan Province as the research object,adopt literature review,case interview,observation and other methods for data collection.Based on the policy implementation process modle,this paper analyzes the causes of the errors in the objects identification of rural minimum subsistence allowance system in Zhenyuan County.Through the investigation and study,I recognized that there are four causes:one is the policy.Policy objects are biased;the object standard is not scientific;dynamic management mechanism is not perfect;the incentive mechanism is not specific,is main reason that caused the rural residents object recognition is not accurate.The two is the policy object.villagers do not understand the policy or choose to give up the right or deception to obtain subsistence allowances,which led to object identification of rural minimum subsistence allowance system is not accurate.The three is the policy implementing agencies.Due to unreasonable institutional settings,the division of responsibilities is not clear,the number of staff is insufficient,the staff is not active and the staff is not sufficient enough to lead to the identification of the object is not accurate.In order to tackle these issues.The first is adjust the policy regulation on beneficiaries of rural minimum subsistence allowance system.Meanwhile,it is essential to set up the scientific standard of identifying the beneficiaries of rural minimum subsistence allowance system and introduce the rural family economic evaluation system.In order to get enough information,it is necessary to establish the information system of social assistance.The second is to start from the policy object,improve their policy awareness.The third is to start from the implementation of the policy agencies,adjust the structure of the organization so that it can operate effectively to avoid loopholes.At the same time,but also to strengthen the management of staff.Finally,we should start from the improvement of the policy environment,such as strengthening infrastructure construction,economic development and reduce the impact of other policies on the object identification of rural minimum subsistence allowance system.
