Research On The Object Recognition Of The Rural Minimum Security Guaranteeof Cangnan County

The Minimum Security Guarantee is an initial part of the social security policy system in our country.It refers to the country gives corresponding support to the family whose per-capita income below the minimum standard of living that the local government announced.It ensures the basic life needs of the family members.The Rural Minimum Security Guarantee maintains the basic survival rights of rural disadvantaged groups,narrowing the differences between urban and rural areas.And it is a basic system to realize the social justice.The effective management of the Rural Minimum Security Guarantee is the premise of effective safeguard of the system.And the object recognition of the Rural Minimum Security Guarantee is the primary process and also a major difficulty in the Rural Minimum Security Guarantee management.Compared to the central and western regions,the eastern region develops more rapidly in terms of economy.And there are also relatively advanced approaches in object recognition of the Rural Minimum Security Guarantee.However,the current research on the object recognition of the Rural Minimum Security Guarantee is mostly in the central and western regions,and less in the eastern regions.Therefore,from the view of public management,this paper attempts to study the object recognition of the Rural Minimum Security Guarantee of Cangnan County which locates in the eastern coastal area.As a result,research vacancies of object recognition of the Minimum Security Guarantee in the eastern region can be further filled.Based on the literature reviews,this paper studies the object recognition of the Rural Minimum Security Guarantee of Cangnan County.Firstly,this paper shows the method for recognizing the object of Rural Minimum Security Guarantee in Cangnan from three aspects.They are the object of the Rural Minimum Security Guarantee,the process of recognizing object of the Rural Minimum Security Guarantee,and the verification of the income.Meanwhile,according to the basic data of the past years,this paper systematically expounds the general work of Minimum Security Guarantee of Cangnan County from four aspects.They are urban and rural low-income integration standards,family economic status check,low-income re-check,measures of support and improvement.Secondly,this paper analyzes the problems of the object recognition of Cangnan County with examples.The problems are some poor rural households are excluded from the system,some poor rural households are unwilling to apply,the accuracy of the income checking is not high,the identification efficiency is not high and the identification process execution is not standardized.Thirdly,this paper summarizes the reasons behind the problems.The main reasons are that the object recognition system is insufficient,the policy publicity is not effective,there are defects in the mechanism and the power of grass-roots management is weak.Finally,this paper puts forward four methods to improve the object recognition of the Rural Minimum Security Guarantee of Cangnan County.They are perfecting the object recognition system of the Rural Minimum Security Guarantee,increasing publicity,improving the relevant mechanism of object recognition and strengthening the staffing of workers.
