Research On Defining Of Yidu Urban Development Boundary Based On Multiple Plans Integration

China is in the critical period of the economic transformation and upgrading,and urbanization in-depth development.But the development of urbanization has some problems:Land urbanization is faster than the urbanization of the population,the construction land is inefficient and the urban space layout and the scale structure are unreasonable.In this situation,the state introduced the "National New Urbanization Plan(2014-2020)",which mentioned "reasonable delineation of the city 'three districts and four lines',and actively promote the 'multi-rule one',delineation of urban development boundaries." "Multi-regulation" and urban development boundary delimitation is an important means to promote space management,"Multi-regulation" is the premise,the city development boundary is the implementation of measures.Therefore,it is necessary to delineate the urban development boundary on the basis of "multi-disciplinary integration".Under the influence of national policy:Restricting the development of large cities,focusing on the development of small and medium towns,Small and medium-sized cities continue to expand.Delineating the development boundary is a powerful measure to avoid land waste and urban disorderly development.Therefore,this article selected Yidu city of Hubei Province as a research area to explore the delimitation of urban development boundary method.On the basis of summarizing the theory and method of urban development boundary and the practical experience of "multi-regulation",the paper use the combination of internal and external,comprehensive delineation of urban development rigid boundary and elastic boundary.Rigid boundary is the limit of urban development,that is,ecological security bottom line;Elastic boundary is the scale of construction land for urban development.First,on the basis of the multiple plans,classify the basic farmland,the nature reserve and the highly sensitive area as prohibited areas,Delineating the rigid boundary.Second,evaluate the suitability of urban construction land and forecast the scale of construction land in 2020,so as to define the elastic boundary of urban development.Finally,Based on the analysis of urban development direction,superpose rigid boundaries and elastic boundaries,to determine the scope of urban development in 2020.Main conclusion as follows:(1)"Multi-regulation" is the prerequisite for delimiting the boundaries of urban development,and is the development trend of planning.It is help to solve the problems of planning and strengthen space control that rationalizing the content and relationships of planning,achieving spatial uniformity.(2)Combined with conservation planning and ecological sensitivity assessment,give priority to delineation of urban development rigid boundary.There are 10887.26 hectares of land that can be built within the rigid boundary.(3)Based on the "positive thinking",the elastic boundary area of urban development is about 5093.16 hectares through the evaluation of land use suitability and scale forecast.(4)Yidu city development boundary is distributed in the east along the Yangtze River area,with the existing central city as the center,along the Yangtze River north and south extension.(5)Urban development boundary is an effective way to control urban space.On the one hand,it can combine spatial planning and development planning to realize the dynamic unification of spatial control,and on the other hand,it can guide the expansion of urban space and fully tap the potential of urban connotation.
