Study On The Determination Of The Boundary Of Town Space Management In Jinpu New District

The national of four ministries jointly issued on"The Development of The Multiple Plans Integration and pilot work notice"in 2014,clear requirements of municipalities to actively explore the integration of the relevant planning of space control zoning,delineation of urban growth boundaries,permanent basic farmland red line and ecological protection red line to form the town space,agricultural space,ecological space reasonable layout.In 2015,the National Development and Reform Commission and the Survey and Mapping Bureau shall define the connotation of town space in the notice"on Technical Specifications and Guidelines for the Planning of Urban and Rural Economic and Social Development"(referred to as"technical regulations").As the basic carrier of the development various undertakings in the city,the delineation of town space is the key to the implementation of the project of"Multiple Plans Integration".By defining the urban management and control boundaries,it can strengthen the ability to control the urban space,improve the regional land intensive use level,to achieve regional"smart growth".This study refer to the"technical regulations",the method of MCE multi factor evaluation combined with GIS,including five indicators,such as terrain factors,traffic conditions,concentration of population basic farmland and ecological protection factors,the area and boundary of the construction for the future suitable Jinpu New District shall be delineated and the drawing of the relevant thematic map,eventually determine the boundaries of urban future development and construction can't break out.This paper is divided into five parts:the first part is based on the Development and Reform Commission put forward the implementation of"Multiple Plans Integration and pilot work"and carry out the social development of technical specifications,proposed the necessity of town space management and control boundary delimitation;the second part is a summary of the relevant literature on the formulation,improvement and practice of foreign experts on the concept of space management and control,at the same time this paper discuss the relevant research and progress on the delineation of urban space control boundary by domestic relevant planning,and explains the basic idea of this study with Jinpu New District;the third part introduces the concept,theory,principle,index,method and technical means of the delimitation of the boundary of town space management and control;In the fourth part,the author introduces the main work flow and the data source of the town space in Jinpu New District,and makes a quantitative analysis of the factors affecting the urban development,finally,the"superposition"is carried out by multi-factor based on MCE;the fifth part draws the three boundaries of the town space expansion of Jinpu New District,namely the present boundary,the recent expansion of the border,the future control of the border;and calculate the total area of urban expansion is 776.9 km~2,namely the future new town space development and construction can't break through the boundaries;the sixth part summarizes and points out that this research deficiency and the prospects for future research.
