At present,due to technological changes and economic restructuring and other reasons,the reform of the system of communication operation enterprises is facing challenges,the Internet talent gap and fierce competition in the enterprise in the talent preservation and development challenges.State-owned enterprise manager is the leader of enterprise development,shoulder political responsibility,social responsibility and economic responsibility,but its quantity,ability,effectiveness and other aspects of the problem restricts the process of organizational transformation.This paper takes CM company as the research object,from the human resources strategy selection,human resource structure analysis,talent echelon construction planning and practical operation and other aspects of the talent to explore in depth.In this paper,through the selection of papers,key concepts,related theories constitute the main aspects of the literature research,analyzes the current situation of the internal and external environment and the transition period,the human resource structure and the human resource strategy of the company by using the methods of data statistics,comparative research,questionnaire survey.and case investigation.In reference to the experience of well-known enterprises at home and abroad,for its problems and put forward a reasonable solution.Through the clear goal of the program design,building the manager competency model and then the manager talent echelon planning,implementation and continuous improvement programs are made specific recommendations.This study found that,for the organization,through scientific means to select,develop,use talent,establish a fair and orderly human resources platform,can stimulate the internal talent vitality,enhance the overall competence of managers,lay the foundation for the healthy development of enterprise support and talent support,so as to achieve a comprehensive improvement in organizational performance.Although the research object of the paper is CM company,it is of great significance for the enterprises in the strategic transformation to establish the talented echelon for the enterprise,which makes the enterprise have a high combat capability to face the fierce market competition.
