In the situation of continuous developed market economy, more and more construction companies in our country have been completing with foreign companies in the market of international construction market, but the management style in construction market of our country is still extensive. Construction Company must improve the qualities and abilities of its employees and it must choose the most suitable person for all posts if it wants to improve the current situation existed in its organization in the situation of talented people is the core factor of market competition. Furthermore, a project manager affects the success or failure of the project as he is the representative and executor of the company's legal and he is at the core of the project. So it has important value and meaning to research the choosing of project manager.At first, this thesis introduces and concludes the study situation at home and abroad, and focuses on the analysis and summary of the research of competency. Then this paper created the comprehensive evaluation model of project manager's competence factors, and explained and elaborated the definition of each competence factor and the behavior explanation of a excellent or a unsuccessful manager, after established the model, we gave the method of how to solve the weight of each factor. At last, we did the empirical research of this model by choosing the manager for the project of Xiushan Sea View Garden to prove it has practical significance of guiding.In the creation of this model, we analyzed the competency of manager from three criteria, namely motive criteria, human relationship criteria and skill criteria, and analyzed all competence factors of each criterion; all these eleven factors cover all the abilities and quality of manager, which make the evaluation of manager more accurate. Besides this, in the method of establish the weight of each factor, we used the fuzzy complementary and consistent matrix to replace of AHP or traditional expert methods to make the evaluation results more accurate, it has great significance to improve the management level of construction company in our country...
