In recent years,with the development of China's economic stepping into a new stage,the scale of financial expenditure continued to grow,which increasingly highlighted the problem of low efficient financial expenditure.The Chinese government is facing the enormous pressure on financial expenditure management.However,it is urgent for the government to build performance-oriented public budget management system,to improve the management of government departments as well as to enhance the efficient of using financial founds.Under this situation,where appears the organisational public-private partnerships mode.As a novel financing mode,the PPP model has made up for the shortcomings of lack of funds and excessive risk of government departments under the traditional financing system.It has become the innovative mode to solve the problem of insufficient supply of public goods,which opens a window to the research of performance management of fiscal expenditure in China.However,the PPP model is still immature.Look at those PPP projects which have been launched throughout the country,huge amount of investments,wide range of applications,but most of them are faced with "difficult landing" outcomes,it is difficult to achieve the desired results.Facing the status quo of the operation of PPP mode,how to carry out scientific and reasonable performance evaluation and improve the efficiency of PPP operation become an urgent problem which needs to be solved.In this paper,an independent third party is used as the main body of the project performance evaluation.By constructing the Balanced Scorecard,the paper discusses how can the PPP project budget performance evaluation system perfect the public-private partnership from five aspects:environmental characteristics of the project,beneficiary satisfaction,internal control management,financial capability of the project and project sustainability.Firstly,it clarifies the background and significance of the research,meanwhile it also summarizes and analyzes the relevant researches and conclusions which domestic and foreign scholars did on the budget performance management,public expenditure performance evaluation and public-private partnership(PPP)project,and then it gives a briefly description about the relationship between public-private partnership(PPP)project and Balanced Scorecard.This paper discusses the motivation of using the Balanced Scorecard in public-private partnership(PPP)projects.Following is the N Waste incineration power generation PPP project case study,based on it,using the Balance Scorecard as evaluation tool to support the system.The project is constructed from the five dimensions,including experts' summarizes,questionnaire,referencing previous experience etc.to determine different indicators'percentage,finally according to the percentage and KPI standards to calculate the final grades.Results analysis is depending on the level of the final grades,and the performance evaluation of public-private partnership projects can be completed step by step.
