With the development of urbanization and industrialization in China,the rural population has been flocking to the city,resulting in many older rural labor.The traditional "fragmented,high-input and low-output" agricultural production methods have been struggling and can not meet the requirements of modern society.While,the land circulation,as the precondition and basic path in achieving agricultural modernization,both can realize the moderate land-scale in vast rural areas,and effectively solve the disadvantages brought by traditional operation mode,changing the status quo that China's agriculture is not strong.Especially in the western arid areas,there is an urgent need to integrate the extensive management and rural land desolation through land transfer in order to increase farmers' income.In the context of the accelerated circulation of rural land and the eastern and central regions faster than the western region,the townships located in Minqin County,a typical arid oasis area in western China,were selected as the research areas,and its land transfer was analyzed from the macro and micro perspectives in this study.Looked from the macroscopic perspective,there were four characteristics of land transfer in Minqin County:(1)The land transfer process has been accelerated year by year;(2)Land transfer diversity;(3)subject of land transfer is diversified development;(4)Circulation price and period exist discrepancy.From the macroscopic perspective,Firstly,the spatial distribution of land transfer of Minqin County in 2016 was analyzed in terms of traffic conditions and five irrigation areas of oasis.The result was:(1)the main road area near Minwu and Minhu Road has a characteristic with large circulation area and fast circulation speed.(2)The circulation proportion of the five irrigation areas is : Huanhe irrigation district > Changning irrigation district > Baqu irrigation district > Quanshan irrigation district > Huqu irrigation district.Secondly,summed up the six typical circulation model on local township through field research: large specialized household operation model from Hongqiang village,village-run enterprise model from Haoshun village,land interchangeability model from Zhongtao village,leading enterprise model fromChongxing town,farm business model from Changning town,modern agricultural industrial park model from Nanhu town.Finally,Using the Logistic binomial regression model to analyze questionnaire data from seven townships,arrived at eight significant independent variables influencing farmers' willingness to transfer farmland.There existed the following problems on land transfer of Minqin County through field research: Rural land transfer service system is not perfect;Land fragmentation leads to difficulty in land interchangeability;Farmers' thought was conservative and lack of understanding on land transfer;the rural labor is older and the landless peasants have difficulty in employment;Land transfer only had a single form and a short transfer period;unstable agricultural product prices restricted land transfer.Based on this,the study proposed a policy proposal to promote land transfer towards a better direction.The proposal included: increase propaganda so that changing farmers' ideas on;Encourage innovation of land circulation mode and advocate pooling of land as shares;Constantly improve the social security system and make efforts to solve the problem of rural surplus labor re-employment;As soon as possible to complete the rural land confirmation,encourage farmers to exchange land to achieve centralized management;Actively cultivate land transfer market and build land transfer service platform;developing “contract farming”.
