Study On The Optimal Operation Scale Of Agricultural Land Based On DEA

Develop the various forms of appropriate scale operation,to accelerate the building of the new agricultural-operation system,this content was proposed in the No.1 central document released in 2015.Nowadays,the farmlands and agricultural populations have reduced quickly with the rapid development of the urbanization,which makes us to improve the utilization of the agricultural lands with the premise to ensure the amounts of the farmlands.To develop the various forms of appropriate scale operation and build the new agricultural-operation system is an efficient way to use the farmlands intensively and make the whole agricultural ecosystem develop recycled and ordered.The No.1 central document also proposed that the agriculture in China not only faced the serious shortage of resources,but also faced the over exploitation of agricultural resources and the serious pollution in agriculture production.How to balance the utilization of the farmlands and the non-point pollution in agriculture,how to ensure the supply and the quality of agricultural products effectively with the limitation of the resources and environments,how to enhance the ability of sustainable development of agriculture,are the important topics in the future work.The thesis introduces the relative concepts of the scale operations and the utilization of the farmlands in the introduction and concludes the previous relative researches in the scale operation of the agricultural lands.In the demonstration part of this thesis,the author constructs the non-parametric frontier index system of the land use efficiency based on the input output oriented model.And then the author uses the data envelopment analysis to analyze the agricultural utilization of the rice planting at the Middle-Lower Yangtze River in 2013 with the data provided by the agriculture department and gets three efficiency values,the comprehensive technical efficiency,the pure technical efficiency and the scale efficiency,with or without the non-expected production expenses,which means the non-point pollution.The author also calculates the redundancy,which presents the improved value,according to the analysis and comparisons of the classification based on the scale.The thesis comes to the conclusion that whether to take the non-expected production expenses,which means the non-point agricultural pollution,into account or not,the utilization efficiency of the agricultural lands of three different types of rice shows the increasing tendency with the smaller operation scale and the pure technical efficiency is higher than the scale efficiency.The production scales of three types of rice focus on the 1 to 5 area,5 to 10 area and 10 to 15 area,which shows that the agricultural planting scales in China are tiny and the planting lands are fine.The low comprehensive efficiency also shows the lower input utilization rate of each agricultural factors.Each investment does not be used properly and the agricultural production benefits are not maximized.Whether to add the non-expected production expenses or not,the optimal operation scales of the rice production in Yangtze River are in the 15 to 20 and 50 to 200 areas.With the non-expected production expenses presenting the non-point pollution,the optimal operation scale will not be changed,but the agricultural production efficiency will be lower.As for the study of the system conditions and the relative policies,we should insist that the farmers are the main body of the agricultural production in order to improve the organization degree of the farmers and pay attention to the proper degree and to ensure the rights of the farmers during the developing of the agricultural operation scale.As for the main body in the agricultural development,we should also insist on the major status of the household agricultural operation and develop the new types of the agricultural operation to improve the basic operation system in the rural area and find the more practical methods in land transferring and the scale operation during the development of the macro-control in the land management rights.Considering the supports of the policies and the pressures on real land issues,the local government should advocate and encourage the development of the scale operation.Also,the development of the modern high-efficiency agriculture should not be radical or one-sided.The government should constitute the reasonable policies to extend and control the agricultural scale operation.
