The Research On Performance Evaluation Of Tax To Support The Strategic Emerging Industries In Hubei Province

In recent years,the outbreak and the spread of the international financial crisis has caused a new scientific revolution and industrial revolution.In order to overcome the financial crisis,all countries attach great importance to the development of strategic emerging industries;they formulate and implement a series of policies.In response to the national call,the government of Hubei province also actively promotes the development of strategic emerging industries.On the one hand,the government actively guides the local enterprises in Hubei province to actively develop strategic emerging industries.On the other hand,it tries to bring in foreign capital and take the use of foreign advanced technology and experience in the rapid development of strategic emerging industries.At the same time,the government of Hubei province has issued a series of tax policies to support the development of strategic emerging industries.This article is based on Hubei Province.After careful analysis of the state of strategic emerging industries,the article tries to analyze how to evaluate the effective performance of the competent tax department of Hubei province.First of all,this paper makes a literature review of strategic emerging industries,and then it takes a detailed analysis of the current situation and problems of strategic emerging industries and the existing preferential tax policies in Hubei Province.Secondly,the paper selects 13 representative indexes to build the tax performance evaluation index system of strategic emerging industries in Hubei province.By using the AHP-fuzzy comprehensive evaluation method,it produces a result of strategic emerging industries in Hubei province.At last,the article tries to put forward the feasible countermeasures.After analysis,we find that the development of strategic emerging industries in Hubei province is very rapid.But on the one hand,the effectiveness of the tax performance evaluation of strategic emerging industries in Hubei province needs to be improved.Tax performance evaluation system is still not perfect.It needs to further strengthen and improve.On the other hand,strategic emerging industries in Hubei province belong to the middle level in the country.The overall level of competitiveness is not high and the overall strength is not strong.So the strategic emerging industries in Hubei province still need further tax support.
