Study On Farmers’ Participation In High Standard Farmland Construction In M County Of S Province

In recent years,with the deepening of research on land consolidation by domestic scholars,farmers’ participation in land consolidation has become more and more important.Based on the high standard basic farmland construction projects in M County of S Province,this paper makes an in-depth study on the actual situation of farmers’ participation in the project,analyzes the influencing factors of farmers’participation in the land renovation,and explores the ways to improve the participation of farmers.To provide a theoretical basis and reference for better completion of "The 13th Five-Year" land consolidation planning task in M county.The main conclusions of this study are as follows:On the whole,farmers’ participation in the project is not high.The main problems are:First,lack of guidance and lack of awareness of farmers’ participation.The current land renovation "top-down" operation mechanism makes the high standard basic farmland construction projects from the approval to the completion acceptance,still be the government behavior of the land department,and the links with the following only stay on the level of the communication between the cadres of the village,and lack the real grasp of the actual needs of the farmers;Government departments at all levels pursue the "bright spot project",making the project construction often "icing on the cake" instead of "providing timely help";The propaganda in the project area is not enough,the government fails to guide in time,and the grass-roots organizations in the village fail to communicate the information in time;The proportion of agricultural income in total income is low,and the low agricultural economic efficiency leads to the majority of farmers choosing to go out to work,and the enthusiasm of participating in land consolidation projects is not high.Second,the organizational degree of farmers’ participation is low,and the participation behavior of farmers is mostly scattered and disorderly.Among the few participants in the survey,almost no one has participated in all stages of the project,and there is no effective organization participation platform.Third,the lack of laws and regulations for farmers’ participation.The main factors affecting farmers’ participation include:the basic characteristics of farmers,such as household population and the ratio of agricultural income to total income.Cognitive factors such as the understanding of the project,the importance of the project,and the level of needs.The external social environment factors such as the overall capacity of the village organization,the attitude of the village cadres to the project,the propaganda of the village organization,the guidance of the government,the degree of information disclosure,and whether the farmers’ opinions are solicited.In order to improve the participation degree of farmers in the land regulation of M County in S Province,this paper puts forward the corresponding suggestions:first,to strengthen the project propaganda and improve the consciousness of farmers’participation;second,to deepen the survey of the masses to improve the satisfaction degree of the peasants;third,to increase the policy of the farmers and promote the non abandonment of the land circulation;fourth,to drive the social resources and introduce social groups.Fifth,is to refine the contents of the links and build the basic framework for farmers’ participation.
