With the continuous promotion of China’s new countryside, the development of contract farming has become the key to the modernization of agriculture, and its importance cannot be underestimated. It not only provides more employment opportunities for farmers, but also provides a strong impetus for social and economic development. The "three rural issues" are fundamental and urgent tasks that need to be solved for the construction of socialist modernization with Chinese characteristics. They are not only related to how to better consolidate the results of poverty eradication, but also an important support for the revitalization of the countryside. The core of the "three rural areas" lies in how to improve the circulation of agricultural products to meet the needs of consumers, which requires promoting the development of contract farming.Zhongmou County, always known as the "Garlic Township," has been cultivating and producing garlic since the 1980 s,and with the development of contract farming,Zhongmou County has vigorously promoted the restructuring of garlic production and actively promoted the "contract farming" development model, which not only reduces risks but also optimizes the planting and marketing structure. However, the garlic growers in Zhongmou County have been cultivating and producing garlic since the 1980 s.However, most garlic farmers in Zhongmou County choose to sell their garlic to processing plants or wholesalers, resulting in a "miscellaneous, chaotic, and many" types of garlic in Zhongmou County, and the quality of garlic is also uneven. Therefore,in order to promote garlic farmers’ participation in contract farming,we need to investigate their behaviors and their influencing factors, and make targeted suggestions to better promote garlic farmers’ participation in contract farming in Zhongmou County.Using theories such as smallholder theory, theory of planned behavior, and modern contract,we describe and empirically study the participation behavior of garlic farmers in Zhongmou County in contract farming.Firstly,a questionnaire was prepared and a field survey was conducted based on the problem under study;secondly, descriptive statistical methods were used to analyze the participation of garlic farmers in order agriculture in Zhongmou County, the basic characteristics of garlic farmers, their behavioral attitudes, subjective norms, perceived behavioral control, and the transaction costs they face;finally, based on the research data,a structural equation model SEM was established to reveal the participation behavior of garlic farmers in order agriculture in Zhongmou County. Finally, based on the research data,a structural equation model SEM was established to reveal the influencing factors of order agriculture participation behavior of garlic farmers in Zhongmou County. After an in-depth study,a total of five main factors were found to have a significant impact on garlic farmers’ order agriculture participation behavior: the degree of knowledge about order agriculture, the behavior of friends, relatives or people around them participating in order agriculture, the consequences of order default, the production and market risks faced, and the lack of timely access to local garlic market market information had significant effects.Based on the findings of this paper, the following policy recommendations are proposed: encouraging garlic farmers to actively explore the cooperative model of contract farming, giving full play to the demonstration role of participating order farmers, developing a disciplinary mechanism for default, improving the accuracy of garlic farmers’ risk perceptions, and improving garlic farmers’ information acquisition ability.
